HomeMy WebLinkAbout Bells Bridge MY1 Review ResponseHey Barrett, In the cover letter on the As-Built Report (see attached) it indicated that RS was sending the bonds separately from the As-Built Report. The only bond we have on file for Bells Bridge is attached and expires upon the approval of the Year 1 monitoring report, which was May 24, 2023. Please send us a bond renewal to cover through next year’s monitoring. The credit release request form has the project number listed as 2020-1937 v3 (which is the project number for Dead Tree Phase A). Please use the correct project number (2020-1664v2) in all future documents. Thank you, my bad, understood. 2. The monitoring report references one instance of encroachment during MY1 but does not indicate the location, size, or impact on planted stems. Please provide this information as well as proof of additional signage within the area. Written notification to the landowner/lessee regarding the easement protections and this encroachment is required to be submitted and then copied to DWR for documentation. I followed up on this with our monitoring consultant Phillip Perkinson at Axiom and he told me it was a minimal area outside of the monitoring plots and tpost were added. I recall that I had previous discussions with the landowner in December but for additional documentation/notification sent him the attached email. 3. 3 out of the 27 plots fail to meet density requirements. Plot 12 is particularly concerning with only 3 total stems from 2 species. How representative is plot 12 of site conditions in the surrounding area? We do not feel the plots are representative of the larger area at this point but will continue to pay close attention to the larger area during routine monitoring inspections going forward. 4. 7 out of the 27 plots fail to meet diversity requirements. As discussed with our planting manager Josh Merritt, stems are mixed prior to planting to ensure overall diversity across the site. We do not feel the lack of diversity within those plots is reflective of a lack of diversity for the site overall. 5. DWR acknowledges and approves of the AMP that was completed as of January 9th in response to issues raised by DWR staff during the AsBuilt walk. DWR expects to be informed as to the success of the supplemental TOB planting along features D and Ea. Noted, updates regarding success of the supplemental planting will be included in the Year 2 Monitoring report submittal. 6. No height or vigor data for planted stems was included in this monitoring report. Individual height data of planted stems as well as vigor data (average vigor per plot will suffice for the vigor requirement) are required for annual monitoring reports. We will continue to work with DWR to determine and ensure appropriate heigh and vigor data are monitored/reported going forward. Thank you for your attention to these comments. Once DWR receives a response to the comments above, issuance of monitoring report approval can be determined.
