I will need to issue the permit with the current impacts requested in the PCN submitted 12/13/22. If you have changes that require a modification to the PCN/project, they will need to be submitted as a version 2 and we can issue an updated certification. Zach- Duke is currently working on their redesign right now, but may not have it completed by then. I know that they are planning to redesign their stockpile location to avoid all jurisdictional impacts. We are going out this week to confirm the new location has no JD features. I can let you know once our visit is done on Thursday about whether there are any features in the new footprint which would require additional impacts. We were having some difficulty reducing them in size to send by email. Attached is the 15Y file. I will send the second one as soon as it is compressed. An update on the potential for changes to the impacts; Duke is currently revising their stockpile design to hopefully avoid any jurisdictional impacts. I am not sure what the final result will be, but will let you and Jean know once those updated designs are available. If your project has changed and you need to update the impact totals, you will need to update the PCN and notify both DWR and the USACE to make sure that the project can still be fit under the intended NWP3. The PJD was submitted with the application, so we did not have one assigned until the permit application submittal. The project was assigned to April Norton at USACE, but I believe that it has been transferred to Jean Gibby since April has left. The files that you are missing are PDF portfolios, which may be why they did not upload correctly. They are rather large (-130MB), so I cannot send them via email. I have uploaded them to Three Oaks' FTP site (link: E1Duke Energy Roxboro Station Auxiliary Spillway Project Files) if you are able to download from that site. If not, please let me know the best way to provide the files to you. I wanted to let you know that we have an area associated with the proposed stockpile site that may potentially have additional impacts that were not included in the permit application. It was thought that impacts could be avoided at this location, but design changes may result in minor stream and wetland impacts. If this site results in impacts, what would be the best way to provide you supplementary information to include this site under this application. I will let you know whether these impacts will occur prior to submitting anything, but I wanted to make you aware before you issued anything so that we could include them under this certification if they occurred.
