RICHARD E.ROGERS,JR. NORTH CAROLINA Director Environmental Quality 5/15/2023 Via Electronic Mail(cmccorquodale&silerci , .or ) Mr. Chris McCorquodale Director of Public Works &Utilities Town of Siler City P.O. Box 769 Siler City,NC 27344 Subject: Industrial Waste Survey(IWS)Approval Program: Town of Siler City Wastewater Treatment Plant: Town of Siler City WWTP NPDES#: NCO026441 Chatham County Dear Mr. McCorquodale: The Municipal Unit of the Division of Water Resources has reviewed the IWS for the Town of Siler City's Public Owned Treatment Works (POTW), working under the NPDES Permit Number NC0026441. The IWS was initially submitted to the Division on February 28th, 2023, followed by more information and revisions received on March 16th,2023,March 22',2023, and May 1 Ith, 2023. Siler City's IWS includes 23 industrial, commercial, and institutional (ICI) users and currently has 2 significant industrial users (SIUs) under an Industrial User Permit (IUP) and zero industrial users (IUs) under Local Permits. Siler City's NPDES permits require the proper completion of an IWS. The review indicates that the IWS is adequate and meets the requirements of 40 CFR 403.8 (f) (2).Please remember it is the responsibility of the POTW to continue efforts to ensure that any SILT, as defined by NCAC 15A 2H .0903(b)(30) (A) through (D), is identified and subsequently added to the POTW's pretreatment program. This includes evaluating new]Us before they commence discharge and evaluating existing Ns determined to be not SLUs that make changes to their process. Next IWS Due Date: February 28t", 2028, unless conditions at the POTW or industrial users change significantly and thus warrant an earlier submittal. Furthermore, within 180 days of the effective date of any reissued/modified NPDES permit, the Permittee would be required to submit to the Division a written technical evaluation of the need to revise local limits (i.e.,updated IWS, HWA, LTMP, or documentation of why the update is not needed). This action may include revising, updating, or adding to the list of SIUs. Pursuant to 15A NCAC 02H .0907(b), either the Division or the Permittee may initiate pretreatment program revisions.
