PROJECT SUMMARY: The applicant proposes to relocate a boatlift at an existing private docking facility. Penny Tillery Page 2 9. PROJECT DESCRIPTION: The project site is located at 403 N. Lumina Ave., adjacent to Banks Channel located just north of the central business district of Wrightsville Beach, between the Atlantic Ocean and Greenville Sound, in New Hanover County. The lot measures approximately 0.1 acre and has approximately 50'of shoreline frontage along Banks Channel. The lot averages 3'-5'above mean sea level and the shoreline is stabilized by a wooden bulkhead. Waterward of the bulkhead is an intertidal beach area approximately 5' wide. The applicant maintains asingle- family residence on the property and vegetation consists of lawn grasses and landscape shrubs. There are currently no coastal wetlands on the property. Extended towards Banks Channel is an existing private pier, measuring approximately 160' in length by 4' in width. The pier then terminates onto an existing gazebo, measuring 16' in length by 16' in width. An access ramp leads onto an existing "U-shaped" floating dock configuration, which the open end faces towards the north. Dimensions of the floating docks measures 24' in length by 6' in width, 20' in length by 6' in width, and 14' in length by 4' in width. There is also an existing boatlift located on the landward side of gazebo, on the northern side of the facility. The application states the existing docking facility currently provides docking space for up to four (4) vessels, however, the facility could potentially provide dockage for up to six (6) vessels (See Sheet 1 of 3). The Wrightsville Beach Land Use Plan classifies adjacent waters as Conservation, and the adjacent high ground portion of the project area as Developed. The waters of the Banks Channel, which are included in the Wrightsville Recreational Area, are classified SB# by the N.C. Division of Water Quality. They are NOT designated as a Primary Nursery Area (PNA) by the N.C. Division of Marine Fisheries and they are CLOSED to the harvest of shellfish. PROPOSED PROJECT: The applicant proposes to relocate a boatlift at an existing private docking facility. The application states that the existing boatlift, measuring 14' in length by 13' in width, would be removed and relocated to the opposite side of the pier. The new boatlift would be installed outside the existing footprint of the docking facility. The proposed docking system would still provide dockage/storage space for up to four vessels. 10. ANTICIPATED IMPACTS: The proposed relocation would incorporate approximately 182 sq. ft. of Estuarine Waters and Public Trust Area. Minor increases in turbidity should be expected during construction. The structure would not exceed the Town of Wrightsville Beach historical pierhead length. The structure would encroach into the 15' riparian corridor setback requirement, however the application includes a waiver from the adjacent riparian property owner to the south.
