The buffer impacts requested are for DWR records and to clarify where the impacts are proposed on -site, even if the final approval is done by Chatham County. See comments below. Hi Ryan, All buffer impacts are permitted through Chatham County as the designated local authority. Therefore, the section of the PCN for buffer impacts has been left blank. The PCN stream buffer section should be completed and resubmitted. Those impacts have been submitted to the county. Impact tables are included on Sheet B of the submitted impact maps. Only stream and wetland impacts are included. Buffer impacts are not depicted on the impact maps as buffers are permitted through the county, not DWR. We did however depict the Zones of the county -regulated buffers on those impact maps. Buffer impacts should be calculated and depicted on the site plans. I do not have stream forms or NCSAM forms as our field team does not typically complete these forms during delineation of a site. We only submit NCSAM forms when the applicant would like to request a reduced mitigation amount and the forms are used as evidence the stream is low quality or low functioning. For this project, the permanent stream impacts are far below NCDWR mitigation thresholds (300 linear feet of perennial stream). All NCDWR regulated impacts are included in the PCN application, site plans, impact tables and legends. I included a copy of the Chatham County buffer determination letter concurring with our delineation on whether the streams are E, I, or P. The buffer applicability of these features is not in question. Everything required for your review should be included in the submission. If you find something missing or need any clarification, please let me know. Below are comments regarding the PCN application submitted for this project on 4-26-23: On page one of the resubmittal cover letter, it states that stream buffer impacts will be permitted through Chatham County as the designated local authority. A 401 WQC has been requested for this project but the PCN application is incomplete (page 5, section D) and does not include the proposed stream buffer impacts (Zone 1/ Zone2) associated with the proposed development. A wetland/stream impact table is not included and the stream buffer impacts are not depicted on the site plans. The PCN application, site plans, impact tables and legends should be updated with the proposed stream, wetland and buffer impacts. NCDWR Stream ID forms and NCSAM forms should be provided for on -site stream features. Let me know what additional assistance is needed.
