PROJECT SUMMARY: The applicant proposes to expand the existing pier house, extend the existing damaged pier and restore the public ocean pier to the previously authorized footprint. Fishing Piers, Inc., Page 2 9. PROJECT DESCRIPTION: The project site is located at 1800 Carolina Beach Avenue North, adjacent Atlantic Ocean, in Carolina Beach, New Hanover County. The property consists of an approximately 1.77-acre parcel that is situated on land that is approximately 2 feet above normal high water (NHW) and is comprised of mostly hard packed sand. Manmade structures on the property consist of an existing pier house that is currently open to the public as a restaurant and retail establishment, an existing public pier with a tiki but and cabana, and the US Army Corps of Engineers/Town of Carolina Beach rock revetment. The centerline of the rock revetment serves as the pre -project vegetation line and measurement line for measuring oceanfront setbacks in this area. The property is bordered to the north by condo buildings and to the south by Salt Marsh Lane. Two derelict condo buildings undergoing renovation exist landward of the pier house. The property's shoreline along the Atlantic Ocean measures approximately 300'. The estimated annual rate of erosion rate in this area is 3' per year as determined by the Division of Coastal Management (DCM). Prior to Hurricane Fran, a public ocean pier extended 770' waterward from the centerline of the rock revetment with an 1800 sq. ft. pier house 220' waterward of the same point. Both structures were destroyed. CAMA Major Permit 84-97 was issued 6/24/97 for the construction of a 20' wide ocean pier measuring 1000' from the mid- point of the rock revetment and a two-story pier house located at the landward beginning of the pier approximately 60' from the centerline of the rock revetment. CAMA Major Permit 84-97 also authorized a two- story with a total enclosed floor space of approximately 3,498 sq. ft. Through Google Earth aerial imagery, it appears that the ocean pier was not rebuilt to the authorized maximum distance. Measuring off Google Earth aerial imagery, the ocean pier appears to be built to a distance approximately 690' waterward of the centerline of the rock revetment. The ocean pier was damaged in 2018 by Hurricane Florence and according to the application materials, the existing pier is 20' in width and extends 450' from the centerline of the rock revetment. The pier extends approximately 45' landward from the centerline of the rock revetment where it connects to the existing pier house. Structures existing on the ocean pier consist of a 10' 2" long by I V wide covered cabana and a 14' 9" long by 11' 4" wide covered tiki bar located landward of the centerline of the rock revetment and current NHW. The ocean pier is open to the public. Per the application materials, the existing two-story pier house measures 40' long by 40' wide not including decks. The pier house has a switchback handicap access ramp on the southern side of the structure measuring approximately 57' long by 9' wide. The eastern side of the structure consists of an approximately 40' long by 9' wide first floor deck, covered by an approximately 40' long by 9' wide second floor deck. On the northern side of the structure, a covered staircase and covered deck exist on the second flooring measuring approximately 40' long by 9' wide. On the first floor of the north side of the structure, a covered staircase and covered deck measure approximately 49' long by 9' wide and tie into the existing ocean pier. On the western side of the structure, there currently exists a 22' long by 10' wide deck connected to a 9' long by 4' 4" wide extension that currently houses mechanical equipment for the pier house. The existing calculated total floor area appears to be approximately 4,360 sq. ft. The pier house currently serves the public as a restaurant and retail establishment. The 90' setback is measured from the centerline of the rock revetment and currently cuts through the existing pier house (See Sheet SI). The Town of Carolina Beach Land Use Plan classifies the high ground area as Low Intensity Commercial and the beachfront and open water area as Conservation. The waters in this location are classified as SB by the Division of Water Resources. The area IS NOT designated as a Primary Nursery Area (PNA) by the Division of Marine Fisheries and is CLOSED to the harvest of shellfish. 10. PROPOSED PROJECT: The applicant proposes to expand the existing pier house, extend the existing damaged pier and restore the public ocean pier to the previously authorized footprint. The proposed pier would extend 940' waterward of the centerline of the rock revetment and terminate at a 60' long by 60' wide covered t-head. The total length waterward of the centerline of the rock revetment would be 1000'. The total pier width would be 20' wide, as is currently existing. The applicant also proposes to extend the pier approximately 7' landward of its existing footprint to increase ingress and egress between the pier and pier house. The proposed pier would extend approximately 52' landward of the centerline of the rock revetment. Fishing Piers, Inc., Page 3 The applicant proposes to remove the existing 10' 2" long by I wide covered cabana that exists on the pier. The applicant then proposes to expand the existing covered tiki bar by 12.5' in length and I 4" in width. This would bring the overall dimensions of the covered tiki bar to 27' 3" long by I F 4" wide and it would be located landward of the centerline of the rock revetement and current NHW. According to application drawings, the tiki but would not be enclosed. (See Sheet S2) The application also consists of additions to the existing pier house. The proposed additions include a roof over the existing east facing second floor deck measuring approximately 49' long by 13' wide for a total of 640 sq. ft. and a second story deck over the existing handicap ramp on the south side of the building measuring approximately 45' in length by 9' in width for a total of 405 sq. ft. The proposed additions also include the irregularly shaped expansion of a deck on the west side of the building for an approximate 150 sq. ft. Per the agent, the deck expansions would be structurally dependent on the pier house because the existing decks are in place and the proposed expansions are additions to the existing decks. (See Sheet S2) Approximately 1,045 sq. ft. of the pier house expansion would be located waterward of the 90' setback, while approximately 150 sq. ft. would be located landward of the 90' setback. There is no proposed change in existing heated or air-conditioned space within the pier house. The proposed covered expansions are within the current footprint of the existing pier house and located landward of pre -project vegetation line and current NHW. The application states that the pier would remain open to the public and serve as a venue for "fishing, weddings, events, etc.". The application also states that the pier house operation would not change and would still operate as a restaurant and retail establishment open to the public. 11. ANTICIPATED IMPACTS: The proposed public pier would incorporate approximately 22,000 sq. ft. of Atlantic Ocean waters below NHW. The proposed landward expansion of the pier would incorporate approximately 190 sq. ft. of sandy high ground. The two proposed decks and proposed roof over an existing deck would incorporate approximately 1,835 sq. ft. within the existing pier house footprint. They would also like to add a 550' long timber ocean pier. This will rebuild the pier to its original length at the time of Hurricane Fran-1,000' long. The pier will have a covered 60'x60' T head. We propose to expand the pier landward an additional 188 SF. We propose to make the following additions to the pier house: 1) add a 400 SF elevated timber deck above an existing timber ramp and 2) add a new 665 SF roof over an existing deck and timber ramp. After the proposed work is complete, the pier will continue to provide public access. Intended public uses include, but are not limited to: fishing, observation, weddings, events, etc. The pier house operation will not change. It will continue to serve the public as a restaurant and retail establishment only.
