PART IV - EVALUATION AND RECOMMENDATION
It is recommended that the permit go to public notice with intent to issue as
requested. All terms and conditions should be unchanged from recent renewal of
10/20/93.
Also, please note that the receiving stream (Line Creek) is Class "WSIV" instead of
Class "C". This WS classification exists for the use of the French Broad River as
a potential water supply by the Asheville/Buncombe Water Authority (ABWA) at a
point which is politically unsuitable. As result, ABWA has purchased options on
property and wishes to move its proposed intake several miles upstream to the
confluence of the Mills River and the FBR. ABWA has requested reclassification of
these streams at this point and upon reclassification, has stated that it plans to
request withdrawal of the downstream FBR segment from the WS list. On the chance
that none of the above discussed plans materialize and ABWA makes use of this
downstream WS intake point, a clause should be entered in the permit to require
standby power be for this wwtp at that time.

In compliance with the provision of North Carolina General Statute 143-215.1, other lawful standards
and regulations promulgated and adopted by the North Carolina Environmental Management
Commission, and the Federal Water Pollution Control Act, as amended,
Rosewood Mobile Home Park
is hereby authorized to discharge wastewater from a facility located at
NC Highway 191
south of Asheville
Buncombe County
to receiving waters designated as Line Creek in the French Broad River Basin
in accordance with effluent limitations, monitoring requirements, and other conditions set forth in Parts I,
11, and III hereof.
The permit shall become effective October 1, 1995
This permit and the authorization to discharge shall expire at midnight on November 30, 2000.

SUPPLEMENT TO PERMIT COVER SHEET
Rosewood Mobile Home Park
is hereby authorized to:
I. Continue to operate a 0.02 MGD extended aeration wastewater treatment system located at the
intersection of, NC Highways 191 and 280 Arden, Buncombe County (See Part III of this
Permit), and
2. After receiving an Authorization to Construct from the Division of Environmental Management,
expand the facility to treat 0.03 MGD of wastewater

which is classified Class WS-IV waters in the French Broad River Basin.

E. Prior to expansion of this facility, additional plans and specifications must be submitted along
with a request for an Authorization to Construct. This Authorization to Construct must be
approved and issued to the permittee prior to any construction of the expanded facilities. Standby
power must be provided as part of this expansion.
