This model included Statesville Third Creek W WTP, Seven Cedars MHP, and Cleveland W WTP and was based on industrial %age b/t 10% and 90%. Because of the interaction with Statesville, this expansion was only allowed to cause a change in DO of 0.1 mg/I from existing conditions. I recommend limits of BOD5 15(S) / 30(W) mg/I and 6(S) / 12 (W) mg/1. See graph attached for other possible BOD5/NH3-N limit combinations. Met with Joe Pearce from Pretreatment and due to the procedural time for LTMP the facility should monitor for Cd, Cu, Cr, Ni, Pb, Zn, Cn, and Ag. Recalculated IWC due to new flow data it is now 3.2%. Also recommend a Chronic Toxicity P/F Qrtly @ 3.2 (Ceriodaphnia). Facility Name GEVELAM WWTP Permit # NCO049867 _ Pipe # 01 _ CHRONIC TOXICITY PASS/FAIL PERMIT LIMIT (QRTRLY) The effluent discharge shall at no time exhibit chronic tonicity using test procedures outlined in: 1.) The North Carolina Ceriodaphnia chronic effluent bioassay procedure (North Carolina Chronic Bioassay Procedure - Revised *September 1989) or subsequent versions. The effluent concentration at which there may be no observable inhibition of reproduction or significant mortality is _3.2 % (defined as treatment two in the North Carolina procedure document). The permit holder shall perform dart& monitoring using this procedure to establish compliance with the permit condition. The first test will be performed after thirty days from the effective date of this permit during the months of Mar. Jun. Sep. Dec . Effluent sampling for this testing shall be performed at the NPDES permitted final effluent discharge below all treatment processes. All toxicity testing results required as part of this permit condition will be entered on the Effluent Discharge Monitoring Form (MR-1) for the month in which it was performed, using the parameter code TGP3B. Additionally, DEM Form AT 1 (original) is to be sent to the following address: Attention: Environmental Sciences Branch North Carolina Division of Environmental Management 4401 Reedy Creek Road Raleigh, N.C. 27607 Test data shall be complete and accurate and include all supporting chemical/physical measurements performed in association with the toxicity tests, as well as all dose/response data. Total residual chlorine of the effluent toxicity sample must be measured and reported if chlorine is employed for disinfection of the waste stream. Should any single quarterly monitoring indicate'a failure to meet specified limits, then monthly monitoring will begin immediately until such time that a single test is passed. Upon passing, this monthly test requirement will revert to quarterly in the months specified above. Should any test data from this monitoring requirement or tests performed by the North Carolina Division of Environmental Management indicate potential impacts to the receiving stream, this permit may be re -opened and modified to include alternate monitoring requirements or limits. NOTE: Failure to achieve test conditions as specified in the cited document, such as minimum control organism survival and appropriate environmental controls, shall constitute an invalid test and will require immediate retesting(within 30 days of initial monitoring event). SECTION 1 - BACKGROUND INFORMATION NPDES Permit No. NCO049867 was issued to the Town of Cleveland on February 1, 1988 and expired on January 31, 1993. The permit allows for the discharge of up to 0.09 mgd of treated effluent to Third Creek, the receiving stream. The Town has applied to the DEM for a permit renewal; however, the renewed permit is not scheduled to be issued until July 1994. The attached application is intended as a modification to the permit renewal for which the Town has previously applied. In this modification, the Town desires to increase its permitted discharge volume from 0.09 mgd to 0.30 mgd in order to accommodate industrial expansion and growth. I' Presently, wastewater treatment plant improvements to accommodate the additional flow are under design, and the Town anticipates requesting an Authorization to Construct these facilities in the near future. .1 Page 1 SUPPLEMENTAL INFORMATION SECTION 2 - DESIGN FLOW 2.1 Current Wastewater Flow a. Flow Data: Flow to the existing plant is monitored daily by the plant operator and recorded on the effluent monitoring reports. The high- est average day flow occurred in the month of August when daily flow through the plant aver- aged 0.081 mgd. Daily flows as high as 0.100 mgd have been recorded, however, for the pur- poses of developing flow projections for NPDES permitting purposes and for use in sizing pro- posed treatment facility improvements, the maximum monthly average day flow (0.081 mgd) shall be used to represent the current ADF. Page 2 SUPPLEMENTAL INFORMATION z b. Industrial Flow Component: The Freightliner facility is presently the only industrial customer in Cleveland which generates significant volumes of wastewater. Freightliner has indicated that current employment at the facility is approximately 750 persons. Based on a unit flow rate of 25 gpd per employee, current flow from the Freightliner facility is estimated as follows: Qin&� = 750 persons x 25 gallonslemployee/day = 18, 750 gpd All flow from the Freightliner facility is domestic in nature at the current time. c. Residential/Commercial Flow Component The residential/commercial component of the current flow is estimated as follows: Q„alcomm = Current ADF - Qbr = 81,000 gpd - 18,750 = 62,250 gpd Based on an estimated existing service area population of 755 persons, the per capita resi- dential/commercial unit flow rate is estimated as follows: Unit Flow Rate = / Service Area Population = 62,250 gpd / 755 2.2 Proposed Flow Increases a. Freightliner. The proposed Freightliner expansion is anticipated to employ an additional 750 persons. The increase to the domestic flow from Freightliner is estimated as follows: ADF;,,. = 750 persons x 25 gal/day/person = 18, 750 gpd In addition, the Freightliner expansion includes a painting facility that is expected to produce up to 80,000 gpd of pretreated process water which Freightliner hopes to dispose of in the Town's sewer system. This flow rate is a maximum day figure based upon the facility operating in three shifts (24 hours). Page 3 SUPPLEMENTAL INFORMATION In addition, the Freightliner expansion will include a training facility with approximately 3000 SF of office space and 3000 SF classroom space. Based upon occupancies allowed by Section 1105 of the NC Building Code (Office -100 SF/person, Classroom - 20 SF/person), the training facility may accommodate 30 office staff and 150 students. The flow increase associated with the Training Facility is estimated as follows: ADFb,.,. = (30 office staff x 25 gal/day/person) + (150 students x 10 gal/daylstudent) = 2,250 gpd b. Hull-n-Dale Subdivision: The proposed Hill-n-Dale subdivision on Third Creek Church Road will include approximately 47 homesites. The increase in flow from the proposed subdivision is estimated as follows: AD& = 47 homes x 360 gal/day/home = 16, 920 gpd c. Davies Circle Annexation: The proposed Davies Circle Annexation will add four (4) existing homes to the Town's collec- tion system. In -Town Residential/Commercial Growth: Population projections for the Town indicate a 2015 population of 856 persons. This is an increase in population of 129 persons over the estimated current population of 727. Using a unit flow rate of 90 gal/day/capita (existing unit flow rate of 82.5 gal/day/capita + 10 %), future residential/commercial growth is estimated as follows: Future Qra/com = 129 person x 90 gal/day/capita = 11, 610 gpd b. Out of Town Residential Growth: The population projections used above to estimate future residential/commercial growth were developed prior to Freightliner's major expansion plans. The proposed Freightliner Expansion will surely spur additional residential growth within the Town of Cleveland service area. The extent of this growth is hard to predict, however, an allowance for future residential growth is made as follows: Page 4 SUPPLEMENTAL INFORMATION 0 v Hill-n-Dale Subdivision - Future Phases Upon built out of the first phase of the Hill-n-Dale subdivision on Third Creek Church Road, it is likely a second phase would be constructed. Assuming the second phase would contain approximately 40 lots: Future Q„� = 40 lots x 360 gal/day/lot = 14,400 gpd Fibre -Acres Subdivision The Fibre Acres Subdivision is an existing residential subdivision containing approximately 50 lots. The subdivision is located just east of the Town limits on US 70. The subdivision is currently not severed, however, the Town wishes to consider extending water and sewer service to this area and possible annexation in the future. Future Q„a = 50 lots x 360 gal/day/lot = 18, 000 gpd e. Industrial Growth: Popspective Industrial Sites Several prime industrial tracts are located east of town along the railroad and US Highway 70 corridors. These sites are currently vacant; however, several industries have expressed interest in these sites in recent years. With the availability of water and sewer, these areas are very likely to develop. Prospective industries have projected wastewater flows which total 31,200 gpd. Therefore, an allowance of 31,200 gpd is included in the flow projections to accommodate future industrial growth. Industrial Reserve The Town of Cleveland has several other excellent industrial sites in its vicinity. Construction of the water transmission line along US 70 from Salisbury to Cleveland will make water readily available and surely spur additional future industrial development. Therefore, an industrial reserve, based on 10% on existing wastewater flow, shall be included in the wastewater projections to accommodate future industrial growth in these areas.
