Cleveland W WTP has had no violations in the past 3 years. Speculative for expansion was
performed for Cleveland in 1991. No expansion was requested with this WLA. The dilution ratio:'
is 130:1. No NH3-N/tox choice is required By new SOP for Fecal coliform the facility should
monitor the effluent, and upstream and downstream, for fecal coliform.

Subject: Industrial Waste Survey Requirement for Cleveland

The Mooresville Regional Office commented on the Cleveland WLA that industrial waste
survey language should be added to the permit.
Appropriate language is as follows:
• Within 180 days of the effective date of this permit the permittee shall submit a
completed industrial waste survey for approval to the Division. Guidance for
completing an industrial waste survey for Division approval is available from the
Division.
Also, attached please find current Division guidance for completing the Industrial Waste
Survey. This guidance should be provided to the Town with the issued permit.

Grinnell Fire Protection has applied for a Groundwater Remediation Pretreatment
Discharge Permit to the Town of Cleveland's WWTP, a non -pretreatment municipality.
Reviews of the discharge history of the Town of Cleveland, the probable significant
industrial user (SIU) status for the remediation, and the pollutant concentrations of the
discharge indicate that consideration of other discharge alternatives should be considered,
i.e. NPDES general permit for direct discharge, NPDES "non -discharge" permit for
infiltration gallery.
The discharge history of Cleveland is as follows:
• POTW Design/Permitted Flow = 0.090 MGD
Average POTW Flow = 0.064 MGD
Maximum (Daily) POTW Flow = 0.110 MGD
• Maximum Remediation Flow = 0.010 MGD
Expected Remediation Flow = 0.0064 MGD.

The additional flow to this facility will have an impact on the flow available for domestic
and industrial growth and may speed a WWTP hydraulic load upgrade.
Also, as you know the pretreatment regulations include a definition of SIU as "...
contributes more than 5 percent of any design capacity of the wastewater treatment plant
which receives the discharge." This discharge would constitute 7 percent of the POTW's
design flow, and would qualify as an SIU discharge. With the Groundwater Remediation
Permit qualifying as an SIU, either the Town of Cleveland or the State would have to
administer a full pretreatment permit/program. From my conversations with the Town it
appears that the Town is not staffed or funded for a pretreatment program.
In this case, a pretreatment program would be created for a groundwater remediation of
gasoline and fuel oil with typical petroleum contaminants. The application specifies that
both air stripping and activated carbon absorption treatment will be used with discharge
concentrations predicted to be 1.1 ug/l Benzene, 2 ug/l Xylenes, and all other pollutants
below EPA Method Detection Limits. These concentrations are below the water quality
criteria, and should not require the additional treatment by the WWTP before discharge to
the stream.
I believe that a more environmentally effective discharge alternative is available and
should be recommended by the Division. The pretreatment permit must be issued by
February 9, 1993; so your prompt recommendation of further action is required.
