As requested by David Newsome of Tate Lanning& Associates, P.C., we are hereby supplying limits that would currently be assigned to your wastewater treatment plant if the plant capacity were increased from 0.09 MGD to 0.26 MGD. Before an actual wasteload allocation could be provided, the Town would have to submit complete industrial user information,, We would also like to bring to your attention that our instream modeling analysis has predicted that under critical conditions (i.e. 7Q10 stream flow and all dischargers at maximum capacity) violations of the 5.0 mg/1 instream DO standard may occur in Third Creek. Due to the oxygen stressed conditions predicted by our analysis, future expansions beyond the 0.26 MGD design flow could possibly receive more stringent limits. P.O. Our schedule for implementation in the Yadkin River Basin is set for 1998 &1999. The plan will address all sources of point and non point pollutants where deemed necessary to protect or restore water quality standards. In addressing interaction of sources, wasteload allocations may be affected. Those facilities that already have high levels of treatment technology are least likely to be affected. The Town of Cleveland may want to consider the implementation of this basinwide strategy in planning its WWTP expansion, as opposed to the limits proposed here which only address localized receiving waters.
