This Memorandum serves as a modification to the staff
report dated April 7, 1993, which was completed as part of
the renewal process. This Office has reviewed the request
for increase in flow at the subject facility and has no
objection to the proposed increase in flow provided that the
Technical Support Branch concurs. All other information and
recommendations in the staff report have not changed.

5. Directions to Site: From the intersection of GS Hwy 70 and SR
1743 (Bear Poplar Road) in the Town of Cleveland, travel north
on SR 1743 approximately 0.7 mile. Turn left onto SR 1957
(Third Creek Church Road) and travel north approximately 0.9

just before Third Creek.

PART II - DESCRIPTION OF DISCHARGE AND TREATMENT WORKS

treatment facilities consist of a bar screen, oxidation
ditch, secondary clarifier, chlorine disinfection,
effluent flow measurement., and sludge drying beds.
f. Please provide a description of proposed wastewater
treatment facilities: There are no immediate plans for
expansion or upgrading.
g. Possible toxic impacts to surface waters: There are two
industries which discharge into the Towns collection
system.. It is unknown whether any industrial wastewater
is discharged into the collection system that may have
toxic impacts to surface waters.
h. Pretreatment: Program (POTWs only): The Town does not
have an approved pretreatment program; however, a
pretreatment program may be necessary if industries are
contributing significant amounts of industrial
wastewater.

will be taken to a municipal landfill for use in the final
cover.

PART IV — EVALUATION AND RECOMMENDATIONS
The permittee, Town of Cleveland, has applied for permit
renewal. The Town may also be expanding the WWT facilities in the
future, however, no modification in the existing permit has been
requested.

The Town currently has two industries which contribute mainly
domestic wastewater.. The amount or type of industrial waste that
is discharged into the WWTP is unknown. It is possiblethat the
.industries conduct some type of metal finishing operations.'
It is recommended that the permit be renewed with requirements
for conducting an Industrial Waste Survey, Once the results of the
survey are known, the Permitt can be reopened to include addit..ional.
effluent monitoring/limits, if necessary.
