S.S. Mobile Home Park

Dear Mr. Edwards:
Division personnel have reviewed and approved your application for renewal of the subject permit.
Accordingly, we are forwarding the attached NPDES discharge permit. This permit is issued pursuant to
the requirements of North Carolina General Statute 143-215.1 and the Memorandum of Agreement
between North Carolina and the U.S. Environmental Protection Agency dated May 9, 1994 (or as
subsequently amended).
Pursuant to your request, all references to Dunn's Mobile Home Park have been changed to S.S. Mobile
Home Park in this permit. In addition, instream monitoring for fecal coliform has been deleted. However,
the facility is required to monitor fecal coliform at the effluent on a weekly basis and meet the limits set in
this permit. (Refer to A. (1.).) The facility shall also continue to monitor instream temperature on a weekly
basis and effluent temperature daily. Refer to A. (1.) for instream sample locations.
Division personnel have reviewed your request to change the effluent samples for Total Suspended Residue
and BOD, 5 day from composite to grab. Composite samples are needed because of the potential for solids
washout during the diurnal peak flows to the plant. This may not be evident with grab sampling.
Therefore, the Division must deny your request at this time.
If any parts, measurement frequencies or sampling requirements contained in this permit are unacceptable
to you, you have the right to an adjudicatory hearing upon written request within thirty (30) days following
receipt of this letter. This request must be in the form of a written petition, conforming to Chapter 150B of
the North Carolina General Statutes, and filed with the Office of Administrative Hearings (6714 Mail
Service Center, Raleigh, North Carolina 27699-6714). Unless such demand is made, this decision shall be
final and binding.

require modification or revocation and reissuance of the permit. This permit does not affect the legal

1. Upstream samples shall be collected 50 feet above discharge. Downstream samples shall be collected 100 feet
below discharge.
2. The daily average dissolved oxygen effluent concentration shall not be less than 5.0 mg/L.
3. Chronic Toxicity (Ceriodaphnia) P/F at 90%; November, February, May, and August; (See Part A (2))
4. The pH shall not be less than 6.0 standard units nor greater than 9.0 standard units.
There shall be no discharge of floating solids or visible foam in other than trace amounts.

A (2). CHRONIC TOXICITY PERMIT MET (QRTRLY)
The effluent discharge shall at no time exhibit observable inhibition of reproduction or significant mortality to Cerrodaphrria
dubia at an effluent concentration of 90 %.
The permit holder shall perform at a minimum, quartev monitoring using test procedures outlined in the "North
Carolina Ceriodapbnia Chronic Effluent Bioassay Procedure," Revised February 1998, or subsequent versions or "North
Carolina Phase II Chronic Whole Effluent Toxicity Test Procedure" (Revised -February 1998) or subsequent versions. The
tests will be performed during the months of November, .February. May, and.August. Effluent sampling for this testing
shall be performed at the NPDES permitted final effluent discharge below all treatment processes.
If the test procedure performed as the first test of any single quarter results in a failure or ChV below the permit limit, then
multiple -concentration testing shall be performed at a minimum, in each of the two following months as described in
"North Carolina Phase II Chronic Whole Effluent Toxicity Test Procedure" (Revised -February 1998) or subsequent
versions.
The chronic value for multiple concentration tests will be determined using the geometric mean of the highest
concentration having no detectable impairment of reproduction or survival and the lowest concentration that does have a
detectable impairment of reproduction or survival. The definition of "detectable impairment," collection methods,
exposure regimes, and further statistical methods are specified in the "North Carolina Phase II Chronic Whole Effluent
Toxicity Test Procedure" (Revised -February 1998) or subsequent versions.
All toxicity testing results required as part of this permit condition will be entered on the Effluent Discharge Monitoring
Form (MR-1) for the months in which tests were performed, using the parameter code TGP3B for the pass/fail results
and THP3B for the Chronic Value. Additionally, DWQ Form AT-3 (original) is to be sent to the following address:

Completed Aquatic Toxicity Test Forms shall be filed with the Environmental Sciences Branch no later than 30 days after
the end of the reporting period for which the report is made.
Test data shall be complete, accurate, include all supporting chemical/physical measurements and all
concentration/response data, and be certified by laboratory supervisor and ORC or approved designate signature. Total
residual chlorine of the effluent toxicity sample must be measured and reported if chlorine is employed for disinfection of
the waste stream.
Should there be no discharge of flow from the facility during a month in which toxicity monitoring is required, the
permittee will complete the information located at the top of the aquatic toxicity (AT) test form indicating the facility
name, permit number, pipe number, county, and the month/year of the report with the notation of "No Flow" in the
comment area of the form. The report shall be submitted to the Environmental Sciences Branch at the address cited
above.
Should the permittee fail to monitor during a month in which toxicity monitoring is required, monitoring will be required
during the following month. Should any test data from this monitoring requirement or tests performed by the North
Carolina Division of Water Quality indicate potential impacts to the receiving stream, this permit may be re -opened and
modified to include alternate monitoring requirements or limits.
NOTE.- Failure to achieve test conditions as specified Yn the cited document, such as minimum control
organism survival, minimum control organism reproduction, and appropriate environmental controls, shall
constitute an invalid test and will requite immediate follow up testing to be completed no later than the last day
of the month following the month of the initial monitoring.

A CEI was performed and the facility was found to be compliant with permit limits, but the lab
was not properly certified . This matter has been resolved. Several very high chlorine
concentrations up to 1.8 mg/1 were reported. Tl a discharge is into a dry ditch, where the effluent
comprises 100% of the flow except when storm events occur. It is recommended that a chlorine
limit be imposed, and/or require tablet dechlorination be installed and maintained not only at this
facility, but at all WTP discharges.

A CEI showed this facility compliant with limits. However, we recommend that the sample type
be changed to composite from grab. This is needed because of the potential for solids washout

recommend composite samples be required at all activated sludge package plants, regardless of
design flow, due to this phenomenon. We also recommend continuous flow measurement at this,
and all, activated sludge package plants. The current permit description is not accurate. Please
delete the surface sand filter, and add tablet dechlorination to the description.

Pursuant to your letter of October 3, 2001 regarding the above referenced
subject, the Draft NPDES permit for renewal of the Dunn Mobile Home Park has
been reviewed. The following comments are submitted per your request and
consideration.
• The facility's name was changed from Dunn Mobile Home Park
Jto SS Mobile Home Park at the time of purchase circa 1993. Thus,
all references to Dunn's Mobile Home Park should be changed to
SS Mobile Home Park
• I am requesting that the following three effluent characteristics: 1)
BOD, 5 day (20 C) 2) Total Suspended Residue; and 3) NH3 as N
J effluent be changed from composite to grab_ This request is based
on the fact that the current wastewater treatment facility is a 0.01
MGD facility. No expansion has occurred or is anticipated in the
future; therefore, we are requesting that the proposed permit
renewal utilize the same sampling type used in the current permit.
• In your DRAFT it is proposed that the sampling location for fecal
coliform and temperature ( C ) be taken at three locations: 1) ef-
fluent, 2) upstream, and 3) downstream. Under the current permit,
samples are taken at the effluent; thus, we are requesting that this
location be continued in the renewed permit.

A narrative description of the sludge management plan for the facility is described as follows.
Sludge (or other solids) generated during wastewater treatment are stored in a 2,000 gallon holding tank,
supernated, discharged and hauled to a local treatment plant by a licensed hauler.
