The Division issued a final permit to your facility on March 23, 2023. In response to a request by the City
on May 22, 2023, the Industrial User Permit draft submittal requirement under Special Condition A. (11.)
— PRETREATMENT PROGRAM UPDATES has been extended 30 days to 60 days after the permit
effective date. For clarification, the specific date was added to this due date. Accordingly, we hereby
forward the corrected permit page (Page 13 of 16). Please insert the changed page into your permit.
All other terms and conditions in the original permit remain unchanged and in full effect as of May 1, 2023.
This is a minor modification.
Please note that this permit is not transferable except after notice to the Division. The Division may require
modification or revocation and reissuance of the permit. This permit does not affect the legal requirements
to obtain other permits which may be required by the Division of Water Resources or any other Federal,
State, or Local governmental regulations.

A. (10.) PFAS MONITORING REQUIREMENT [NCGS 143-215.1(b)]
This reporting requirement for the per- and polyfluoroalkyl substances (PFAS) parameters listed under
Table 1 of the Final Method 1633 takes effect the first full calendar quarter following six (6) months after
EPA publishes a 40 CFR Part 136 Final PFAS Method for wastewater in the Federal Register. Monitoring
will be at a quarterly frequency.

Polyfluoroalkyl Substances (PFAS) in Aqueous, Solid, Biosolids, and Tissue Samples by LC-MS/MS at:

A.(11.) PRETREATMENT PROGRAM UPDATES
[NCGS 143-215.1 (b)] [15A NCAC 02H .0900]
Within 60 days after the permit effective date (July 1, 2023), the Permittee shall:
i. Submit for Division approval draft Industrial User Permits (IUPs) for the Town's water
treatment plant and municipal landfill with applicable limits to address passthrough and
interference with the WWTP.
ii. Issue the above IUPs within 30 days of Division approval.
iii. Submit the above IUPs to the Division, 30 days prior to their respective 1UP effective date, for
Division review.
Within 180 days after the reissued NPDES permit effective date), the Permittee shall submit to the Division
a written technical evaluation of the need to revise local limits as required in Special Conditions for
Municipal Facilities Part IV Section C — Municipal Control of Pollutants from Industrial Users.
A.(12.) ELECTRONIC REPORTING - DISCHARGE MONITORING REPORTS
[NCGS 143-215.1 (b)]
Federal regulations require electronic submittal of all discharge monitoring reports (DMRs) and program
reports. The final NPDES Electronic Reporting Rule was adopted and became effective on December 21,
2015.
NOTE: This special condition supplements or supersedes the following sections within Part II of this permit
(Standard Conditions for NPDES Permits):

To whom it may concern:
The intenetion of this letter is to make request to ask for an extension on Part
A(11)i of the NPDES permit associated with permit #NC0024244.We would like to
ask for an additional 30 days on this request.
This request is needed to aquire information/analytical results for both entities
(City of Albmerale Hwy 52 WTP and City Solid Waste Facility) and lack of historical
data on hwy 52 WTP . The contract lab lead times seem to be longer due to the
sampling of non -conventional parameters.
