Dear Mr. Vinson,
Please be advised that ongoing remedial action is being taken to correct the deficiencies in the
collection system contributing to the Sanitary Sewer Overflows (SSO) in the referenced NOV
received on May 19, 2023. Also, note that the incident reported in BIMS did not require a press
release. The SSO, Incident No. 202300695, was located within Sub -Basin `P' at Manhole PC-186.
An unidentifiable obstruction caused the incident and was promptly rectified by cleaning the line
running through the street to the point of the sewer line blockage. The surrounding area was cleaned,
and lime was spread to stabilize pathogens and reduce animal attraction. No recurrent maintenance
concerns have arisen regarding the line, albeit an earlier occurrence transpired in January 2022.
Consequently, this line shall be incorporated into RRSD's line cleaning program. Considering the
incident, the collections personnel have diligently overseen the manhole.
While a civil penalty may be minor concerning the cost of collection system work, the penalty will
still be funds the District cannot utilize to perform required work to the collection system. The
