This inspection was conducted to verify that the facility is operating in compliance with the conditions and limitations specified in NPDES WW Permit No. NC0062413. The findings and comments noted during this inspection are provided in the enclosed copy of the inspection report entitled "Compliance Inspection Report". There were no significant issues or findings noted during the inspection and therefore, a response to this inspection report is not required. Page#1 DocuSign Envelope ID: 537A065B-9260-424C-83C2-E1DBEFE0BD79 5/25/2023 5/25/2023 5/31/2023 NPDES yr/mo/day 23/04/27 Inspection Type C3111218 1 Section D: Summary of Finding/Comments (Attach additional sheets of narrative and checklists as necessary) Mara Chamlee and Lauren Armeni, with the Asheville Regional Office, conducted a Compliance Evaluation Inspection of the Linville Ridge Country Club WWTP on April 27, 2023. This inspection was conducted to determine whether the facility is being operated and maintained in compliance with NPDES Permit No. NC0062413. Mr. Glenn Burleson (Water Quality Labs, ORC) was present and assisted in the inspection. The collection system is gravity fed and the clubhouse is the only building connected to the WWTP. The clubhouse is closed from October 28th through May 1st each year. The following items were noted during the inspection: 1. Aeration Basin: Settleability was 987 mL out of 1000mL after thirty minutes. Poor settleability was due to excess grease in the system, which has been an ongoing issue. 2. Disinfection - UV: The intensity meter is still not operational, however the indicator lights on the UV system show if the bulbs are functioning. The previous inspection report noted that the UV system was in a confined space, however the current ORC took some covers off to open the space up. 3. Flow Measurement - Effluent: At the time of the inspection, the flow meter was not operational and the flow was being estimated. Water Quality Labs has confirmed that they have ordered a new control box for the facility. The following compliance issue was noted during the inspection: 1. Operations & Maintenance: The restaurant on site is continually causing significant issues with grease throughout the plant. Although Water Quality Labs has provided documentation of Triple T Pumping Inc. pumping the grease traps monthly, there is still an excessive level of grease visible throughout the plant. The grease is creating significant difficulty in settleability. I have spoken with the owner of the facility to address the grease issues at this facility. I will continue to try to reach the restaurant managers of the country club in order to convey actions needed to address the grease concerns. NC0062413 17 (Cont.) Process controls analyzed include dissolved oxygen, pH, temperature, and settleability. Mr Burleson indicated that the restaurant on site at the clubhouse causes issues with excessive grease throughout the plant. Water Quality Labs has provided documentation from Triple T Pumping, Inc. of having the grease traps pumped monthly during the restaurant's operational season. See summary for details. Is the unit in good condition? Mr. Burleson indicated that the screenings are dried out and then disposed of in a dumpster on site. He also indicated that this facility has never had issues with clogging or overflows from the bar screen. The bar screen was rusted and it would be beneficial to paint it. Is the DO level acceptable?(1.0 to 3.0 mg/l) The plant consists of three, 5,000-gallon aeration basins. Mr. Burleson indicated that he sets the air lower in the third basin to allow for settling before the flow proceeds to the clarifier. There are high levels of grease throughout the plant due to the clubhouse restaurant. The grease is floating and visible throughout all three aeration basins. The settleometer read 970 mL out of 1000 mL after thirty minutes. The presense of excessive grease is causing the lack of settling. The DO was 3.91. See summary for details. Is scum removal adequate? Is the site free of excessive floating sludge? Is the drive unit operational? Is the return rate acceptable (low turbulence)? Is the overflow clear of excessive solids/pin floc? Is the sludge blanket level acceptable? (Approximately ¼ of the sidewall depth) The sludge judge showed a 1' blanket of sludge out of 8.25', however above the sludge blanket was approximately 7' of fluffy solids due to the excessive grease. Water Quality Labs contracts pumping of the digester to Triple T Pumping, Inc. Mr. Burleson indicated that it is usually pumped every two to three months. He also stated that it was last pumped approximately three weeks prior to the inspection. Mr. Burleson indicated that during the off season they will empty the digester around the date that the clubhouse closes for the season so that they can waste into the digester. Comment: Disinfection - UV Yes No NA NE Are extra UV bulbs available on site? Are UV bulbs clean? Is UV intensity adequate? Is transmittance at or above designed level? He also indicated that he cleans the bulbs approximately once per week. The backup system on site is chlorination and dechlorination tablets. The UV intensity meter is not operational. See summary for details. Comment: Flow Measurement - Effluent Yes No NA NE # Is flow meter used for reporting? Is flow meter calibrated annually? Is the flow meter operational? (If units are separated) Does the chart recorder match the flow meter? At the time of the inspection, the flow meter was not operational due to an issue with the control box. Mr. Burleson indicated that they believed it may have been struck by lightening. The flow meter had not recorded since March 2023. Due to this, Mr. Burleson indicated that they are currently estimating flow. See summary for details. Comment: Effluent Pipe Yes No NA NE Is right of way to the outfall properly maintained? Are the receiving water free of foam other than trace amounts and other debris? If effluent (diffuser pipes are required) are they operating properly? The effluent pipe is accessible and is located over a small hill behind the plant. The effluent pipe was discharging at the time of the inspection. Comment: Effluent Sampling Yes No NA NE Is composite sampling flow proportional? Is sample collected below all treatment units? Is proper volume collected? Is the tubing clean? # Is proper temperature set for sample storage (kept at less than or equal to 6.0 degrees Celsius)? Is the facility sampling performed as required by the permit (frequency, sampling type representative)? The permit requires grab samples. Mr. Burleson indicated that samples are collected down in the UV contact chamber. He also indicated that he transports the samples to Water Quality Labs for analysis on ice. There is no generator located on site at the facility, but Water Quality Labs has a few portable generators at their office in Banner Elk.
