Division personnel have reviewed and approved your application for renewal of the subject permit. Accordingly,
we are forwarding the attached NPDES discharge permit. This permit is issued pursuant to the requirements of
North Carolina General Statute 143-215.1 and the Memorandum of Agreement between North Carolina and the
U.S. Environmental Protection Agency dated October 15, 2007 (or as subsequently amended).
On November 12, 2008 the Division received your request to change the Instream sampling frequency from three
times per week to once per week year round during the months of June through September for temperature,
dissolved oxygen and fecal coliform. Attachment A (1) Footnote 1 has been changed with the reference to
34veek sampling being deleted from your draft permit. Effluent flows below 0.460 MGD place your facility in a
Class II category. Attachment A (2) addresses flows which exceed 0.0460. These effluent flow levels change
your facility to a Class III which requires three times a week sampling for Instream parameters. Your other
If any parts, measurement frequencies or sampling requirements contained in this permit are unacceptable to
you, you have the right to an adjudicatory hearing upon written request within thirty (30) days following receipt of
this letter. This request must be in the form of a written petition, conforming to Chapter 150E of the North
Carolina General Statutes, and filed with the Office of Administrative Hearings (6714 Mail Service Center,
Raleigh, North Carolina 27699-6714). Unless such demand is made, this decision shall be final and binding.
Please note that this permit is not transferable except after notice to the Division. The Division may require
modification or revocation and reissuance of the permit. This permit does not affect the legal requirements to
obtain other permits which may be required by the Division of Water Quality or permits required by the Division of
Land Resources, the Coastal Area Management Act or any other Federal or Local governmental permit that may

Bradfield Farms Water Company
is hereby authorized to discharge wastewater from a facility located at the
Bradfield Farms WWTP
4250 John Bostar Road
Harrisburg
Cabarrus County
to receiving waters designated as the McKee Creek in the Yadkin -Pee Dee River Basin,
in accordance with effluent limitations, monitoring requirements, and other
conditions set forth in Parts I, II, III and IV hereof.
This permit shall become effective February 1, 2009.
This permit and authorization to discharge shall expire at midnight on
November 30, 2013.

SUPPLEMENT TO PERMIT COVER SHEET
All previous NPDES Permits issued to this facility, whether for operation or
discharge are hereby revoked. As of this permit issuance, any previously
issued permit bearing this number is no longer effective. Therefore, the
exclusive authority to operate and discharge from this facility arises under the
permit conditions, requirements, terms, and provisions included herein.
Bradfield Farms Water Company is hereby authorized to:
1. Continue to operate an existing 0.460 MGD wastewater treatment facility
that includes the following components:
➢ Influent lift station
➢ Bar screen and flow splitter box
➢ Dual surge tanks
➢ Aeration basins
➢ Secondary clarifiers
➢ Sludge holding tanks
➢ Chlorine contact tanks with gas chlorination
➢ Traveling bridge tertiary filters
➢ Post aeration tanks
2. This facility is located at the Bradfield WWTP, 4250 John Bostar Road in
Cabarrus County.
3. After receiving an Authorization to Construct from the Division of Water
Quality, construct and operate additional wastewater treatment facilities
making the build -out treatment capacity of 0.6 MGD; and
4. Discharge from said treatment works at the location specified on the
attached map into the McKee Creek, classified C waters in the Yadkin -Pee
Dee River Basin.

Dear Mr. Guerra,
We are in receipt of your October 22, 2008 letter and draft permit for the above referenced facility. We have reviewed the draft
and have two comments. The proposed In -stream sampling requires the temperature; d itiWd'd)Wdn and fecal col'rform to
be sampled three times per week during the months of June through September. We would like to request that the sampling of
these three parameters dissolved oxygen, temperature and fecal coliform for in -stream sampling be reduced to once per week
all year long. We do not see any added benefit of the extra sampling of these two parameters for the months requested.
We would also like to have the downstream sampling point changed from the current location of NCSR 1169 to approximately
200' downstream of discharge. The bridge location is unsafe due to the volume of traffic on the roadway and the incline down to
the stream from the roadway presents a footing hazard.

Orchard Road (S.R. 1169) in southwestern Cabarrus County, travel southeast on S.R.
1169 approximately 1.5 miles and turn right on Joan Bostar lane (S.R. 2951). Travel
approximately 0.4 mile on S.R. 2951 and turn right onto a gravel access road. The
wastewater treatment plant is located at the end of this road.

tablet chlorinator and contact tank, tablet de -chlorinator, stand-by power supply, a
traveling bridge tertiary filter, and a post aeration tank.

that the NPDES permit for this facility be reissued.

The 0.46MGD wastewater treatment facility consists of a common influent bar screen and
splitter box. Two parallel 0.23MGD plants each consisting of aerated equilization basin,
aerations basins, secondary clarifier, aerobic sludge digester, tablet chlorination and tablet
dechlorination with contact tank, traveling bridge tertiary filter, post aeration tank and a flow
meter. Facility has a back-up stand-by generator with an automatic transfer switch. Facility has a
combined continuous flow meter and recording chart.
