In accordance with the application for discharge permit received on March �. 1999, the Division is
forwarding herewith the subject state - NPDES permit. This permit is issued pursuant to the requirements of
.North Carolina General Statute 145-215.1 and the Memorandum of Agreement between North Carolina and
the U.S. Environmental Protection Agency dated December 6. 1983.
If any parts, measurement frequencies or sampling requirements contained in this permit are
unacceptable to you. you have the right to an adjudicator% hearing upon written request within shirt% (50) days
following receipt of this letter. This request must be in the form of a written petition. conforming to Chapter
150B of the North Carolina General Statutes, and filed with the Office of Administrative Hearings, 6714 Mail
Service Center. Raleigh. North Carolina 27699-6714. Unless such a demand is made. this permit shall be
final and binding.
This permit does not affect the legal requirements to obtain other permits which may be required by
the Division of Water Quality or permits required by the Division of Land Resources. Coastal area
Management act. or any other Federal or Local governmental permits which may be required.

SUMMARY OF FACILITY AND WASTELOAD ALLOCATION
This permit is for a subdivision intended to be phased. The original permit was written with phased limits for
flows of 0.23, 0.46, and 0.7 MGD. According to the Mooresville Regional Office. the existing facility has a
treatment capacity of 0.46 MGD. 'The permit will be written with phased limits for flows of 0.46 and 0.7
NIGD. Limits for BOD are intended to protect the DO standard while the facility chose ammonia limits over
toxicity testing for protection against whole effluent toxicity. These limits will be maintained in the renewal.
TOXICITY TESTING:
None Required
COMPLIANCE SUMMARY:
A review of the facility's compliance history indicates that treatment has been consistent and excellent.
Effluent levels of BOD, ammonia. TSS, and fecal coliform are all quite low. The monthly average flow is
consistently much less than the permitted Plow.
INSTREAM MONITORING:
The facility is currently required to monitor Fecal coliform, temperature, conductivity. and dissolved oxygen at
one upstream and one downstream location. The requirement to monitor conductivity will be deleted with this
renewal as conductivity monitoring is typically required where a high concentration of inorganic waste is
present. This is unlikely to be the case with a 100% domestic, discharge. The receiving stream is not 303(d)
listed. This fact combined with the results of a review of instream data suggests no need to continue instream
fecal coliform monitoring. As such the instream monitoring requirement for fecal coliform will be deleted.
PROPOSED CHANGES:

turn right onto a gravel access road. The wastewater

John Crosland Co., is applying for the renewal of its permit
for the operation of a wastewater treatment facility at Bradfield
Farms Subdivision. The phase II expansion of 0.23 MGD was
completed in 1995. The total design capacity of the facility is
0.460 MGD. At the present time approximately 750 homes are
connected to the wastewater treatment plant.
It is recommended the subject permit be reissued.

The Phase II, .230 MGD expansion was completed in the spring of 1995. This
expansion duplicated the existing .230 MGD facility.
Sludge generated at this facility is collected by vacuum truck and is disposed of at
the Rocky River Regional Wastewater Treatment Plant, Concord, N.C.

PART IV - EVALUATION AND RECOMMENDATIONS
John Crosland Co., is applying for the renewal of its permit
for the operation of a wastewater treatment facility at Bradfield
Farms Subdivision. The existing facility is the first of three
phases which will be added as hydraulic capacity is needed. An
Authorization to Construct the second phase has been submitted and,
according to Mr. Bill Yandell with Crosland Homes, the second phase
construction of an additional 0.230 MGD will begin in the Fall of
1994. At the present time approximately 350 homes are connected to
the wastewater treatment plant, and the average flow of 0.0798 MGD
for 1993 (as reported in the DMR) from this facility is well below
the current permitted flow.
It is recommended the subject permit be reissued.
