1, Dale C. Stewart. PE , as a duly registered Professional Engineer in
the State of North Carolina, having been authorized to observe (periodically/weekly/full time)
the construction of the modifications and improvements to the Bradfield Farm Wastewater
Treatment Plant, located in Cabarrus County, hereby state that, to the best of my abilities, due
care and diligence was used in the observation of the following construction:
Addition of two (2) new influent 600 GPM sieve screen systems with 0.06 inch
slots to operate with existing screen system, a new shared washing press
conveyor, containment, valves, piping, and controls; addition of new piping and
controls to existing chlorination basins for post aeration treatment; replacement of
both treatment train's tertiary filter systems with two (2) new (one system per
train) 637 GPM fabric media disk filter systems with dual 25 sgft disk per system,
tanks, backwash pumps, containment, values, piping, and controls; addition of
two (2) new (one system per train) UV disinfection systems capable of
disinfecting 0.575 MGD per system, piping, and controls; in conformity with the
project plans, specifications, and other supporting data subsequently filed and
approved by the Department of Environment and Natural Resources.
Note, the existing chlorination and dechlorination systems must remain
operational as required back up disinfection.
I certify that the construction of the above referenced project was observed to be built within
substantial compliance intent and in conformity with all applicable regulations and statutes and
the project plans, spe ications, and of er supporting documentation comprising the
Authorization to C truct PeRit,ApVlication package.

Bradfield Farms WWTP
A letter of request for an Authorization to Construct was received April 25, 2014, by the
Division of Water Resources (Division), and final plans and specifications for the subject project have
been reviewed and found to be satisfactory. Authorization is hereby granted for the construction of
modifications to the existing 0.46 MGD Bradfield Farms WWTP, with discharge of treated wastewater
into the McKee Creek in the Yadkin -Pee Dee River Basin.
This authorization results in no increase in design or permitted capacity and is awarded for the
construction of the following specific modifications:
Addition of two (2) new influent 600 GPM sieve screen systems with 0.06 inch slots to
operate with existing screen system, a new shared washing press conveyor, containment,
valves, piping, and controls; addition of new piping and controls to existing chlorination
basins for post aeration treatment; replacement of both treatment train's tertiary filter

Safety Act. In addition, the specifications must clearly state what the contractor's responsibilities shall
be in complying with these Acts.
Prior to entering into any contract(s) for construction, the recipient must have obtained all
applicable permits from the State.
Failure to abide by the requirements contained in this Authorization to Construct may subject
the Permittee to an enforcement action by the Division in accordance with North Carolina General
Statute 143-215.6A to 143-215.6C.
The issuance of this Authorization to Construct does not preclude the Pennittee from
complying with any and all statutes, rules, regulations, or ordinances which may be imposed by other
government agencies (local, state, and federal) which have jurisdiction.
