Site Photographs Lower Cape Fear Umbrella Mitigation Bank White Springs Tract As -Built Report (June 2015) 1.0 EXECUTIVE SUMMARY LCFUMB LLC (Bank Sponsor) initiated construction of the White Springs Tract (72 acres) portion of the Lower Cape Fear Umbrella Mitigation Bank in February 2015. The White Springs Tract consists of land formerly drained and managed for silviculture production. The tract is located east of NC Hwy 133 (River Road SE) and immediately north of the Military Ocean Terminal at Sunny Point (MOTSU) Access Road approximately 4 miles north of Southport, Brunswick County, NC. The site formerly consisted of expansive wetland habitat that drains to White Springs Creek. The objective of the White Springs portion of the Lower Cape Fear Umbrella Mitigation Bank is to provide suitable, high - quality wetland mitigation for authorized impacts within the Lower Cape Fear River Basin (Cataloging Unit 03030005). Ecological uplift will be achieved through the restoration of characteristic hydroperiods and vegetative communities. It is anticipated that a number of key wetland functions and values will be restored including floodwater retention /abatement, sediment retention, nutrient transformation, and increased habitat connectivity. The project offers the unique opportunity to restore a wetland complex that includes a first -order single thread stream, riparian small- stream swamp, non - riparian pocosin, and non - riparian pine savannah. A total of 72 acres have been placed into a perpetual conservation easement for the long -term protection of the site. The following document provides information related to the `as- built' condition of the White Springs site of the Lower Cape Fear Umbrella Mitigation Bank. Lower Cape Fear Umbrella Mitigation Bank 2 White Springs Tract As -Built Report (June 2015) 2.0 INTRODUCTION Construction of the White Springs Tract (72 acre project area) portion of the Lower Cape Fear Umbrella Mitigation Bank was initiated in February 2015. The tract is located east of NC Hwy 133 (River Road SE) and immediately north of the Military Ocean Terminal at Sunny Point (MOTSU) Access Road approximately 4 miles north of Southport, NC (Figure 1). The site boundary is depicted in Figure 2.1 The project includes approximately 66.1 acres of non - riparian (i.e. pocosin and wet pine savanna) wetland restoration, 1.8 acres of riparian (non - riverine small stream swamp) wetland restoration, and 1,312 linear feet of first -order stream restoration. 3.0 PRE - CONSTRUCTION CONDITIONS The White Springs Tract consisted predominantly of historically managed silvicultural land. Much of the site had been drained via the intensive ditch network (of varying size and spacing). Characteristic wetland vegetative communities were altered by prior site management practices. The ditch network effectively removed characteristic wetland hydrology across the site. Deep channelization of White Springs Branch removed characteristic stream habitats and disconnected it from the adjacent floodplain. 4.0 RESTORATION SUMMARY Restoration activities (earthwork, planting, and installation of monitoring devices) have been completed within the 72 -acre restoration area. Earthwork was initiated upon receipt of applicable Erosion and Sediment Control Approvals by the NC Division of Land Resources. All land- disturbing activities were implemented in such a manner as to minimize the area of exposure and the time between the land disturbance and providing for ground cover. Primary erosion control devices included rock silt checks, silt fence, and a temporary gravel construction entrance. Areas disturbed were seeded and mulched upon completion of final grades. Restoration work included Priority II restoration of the first order single- thread stream channel. Upstream of the first -order stream restoration, the existing, incised channel was widened, and its Note that a conservation easement for the property was recorded and conveyed to the Land Trust for America. The recorded conservation easement plat was submitted with the Mitigation Banking Instrument. Lower Cape Fear Umbrella Mitigation Bank 3 White Springs Tract As -Built Report (June 2015) bed elevation raised. Grading work (including the removal of spoil piles) along this segment of the reach has resulted in the establishment of a low flow valley contiguous with restored first order reach. Refer to Appendix A for cross - sections of this area. Lateral ditches that flowed into the channel (including both the first -order stream and the ditch upstream) were backfilled with spoil from the channel work and plugged with clay material. Backfilling of ditches and the primary outlet canal in conjunction with the restoration of the stream channel is intended to restore characteristic wetland hydroperiods for non - riparian wetlands of the site. Refer to Appendix B for morphological data including cross - sections and longitudinal profile. The as -built plan view is provided in Appendix C. Planting of the restored riparian wetland valley associated with the restored first -order stream was conducted by Land Management Group, Inc. in April 2014. Plant material was provided by South Carolina SuperTree Nursery (Blenheim, SC). Bald cypress (Taxodium distichum) were planted in the valley bottom while Atlantic white cedar (Chamaecyparis thyoides) were planted on the valley slopes. A total of 3,000 seedlings were planted across the 1.8 acre riparian wetland restoration area. Refer to Table 1 for baseline stem counts by vegetation plot. The packing slip for the deliveries to the site is included in Appendix D. Photographic documentation of construction and planting activities is provided in Appendix E. Table 1. Lower Cape Fear Umbrella Mitigation Bank 4 White Springs Tract As -Built Report (June 2015) M 0 a 30 30 5.0 INSTALLATION OF MONITORING DEVICES As part of the implementation of the restoration plan, LMG installed a total of eleven (11) automated shallow groundwater monitoring wells (RDS, Inc. WM -40s) within the 67.9 -ac restoration area (Figure 3A). The number of monitoring wells installed was proportional to the area of each community type. Per the restoration plan, seven (7) wells were installed in pocosin, two (2) wells were installed in pine savannah, and two (2) wells were installed in riparian wetlands. In addition, a total of three (3) automated wells have been installed within the identified non - riparian reference wetland area immediately east of the mitigation site (Figure 3A). Data from the reference wells will be used for comparative analyses to evaluate the hydrology of the wetland restoration areas. In addition to the groundwater monitoring wells, two (2) stream gauges were installed in the restored first -order stream channel (Figure 313). These gauges will document bankfull events. Three (3) permanent 0.05 -ac vegetation plots were randomly established within the 1.8 -ac riparian wetland restoration area. The four (4) corners of each plot are marked with rebar and flagged PVC. GPS coordinates are provided in Figure 3B. Annual monitoring will be conducted near the end of each growing season for a period of seven years. Vegetative monitoring of each of the permanent plots (totaling 0.15 acres) corresponds to approximately 8.3% of the riparian wetland restoration area. Shallow groundwater level data will be collected on a daily basis via the eleven (11) automated wells. All data will be compiled and evaluated per the approved restoration plan. Please note that specific success criteria (for both vegetation and hydrology) are described in the mitigation plan. Monitoring reports will be submitted annually to the IRT per the approved mitigation plan.
