Install a 5' x 20' finger pier, 20' x 20' covered platform and a 6' x 20' floating platform within the excavated basin. Field Investigation Report: 164 Singleton Street Page 2 Narrative Description: The project site is located at 164 Singleton Road, adjacent to the Chadwick Acres canal and the AIWW, in Sneads Ferry, Onslow County. To get to the site from the Wilmington Regional Office, take US Hwy 17 N to Old Folkston Road in Holly Ridge (approximately 30 miles) and turn right. Continue approximately 6 miles along Old Folkstone Road (crossing through at the intersection of Old Folkstone and NC Hwy 210) and turn right onto Chadwick Acres Road. Travel approximately 1.5 miles and turn right onto Singleton Road. Continue along Singleton Road for 2/10" of a mile and the subject property will be located on the right hand side. The lot is approximately 0.26 acres elevated approximately 4 feet above Normal High Water (NH W). Vegetation on the tract consists of lawn grasses, ornamental trees, and shrubs, such as under- story/scrub vegetation also exists Yaupon (flex vomitoria) and Wax Myrtle (Myrica cerifera). No coastal wetland species are present. The applicant has approximately 107of total shoreline along the Chadwick Acres canal. The waters of Stump Sound, adjacent to the project site, are classified as SA by the North Carolina Division of Water Quality. They are designated as a Primary Nursery Area (PNA) by the North Carolina Division of Marine Fisheries, and they are closed to the harvest of shellfish. Proposed Development: The applicant proposes to excavate an area of upland and shallow bottom to create a 35 feet wide by 95 feet long boat basin from the head of the basin, out toward the center of the existing canal. Upland excavation will be 792 cubic yards and shallow bottom excavation will be 106 cubic yards, with a final depth of-4 .0 feet at Normal Low Water (NLW). The applicant is proposing to place the spoil material at Parcel ID 4204-99-8107-0000 located at the end of Essie Lane, Hampstead, NC. The disposal area is approximately 100' x 200'. The applicant is proposing to retain the excavated material with silt fence and once dewatered, proposes to utilize the spoil material as topsoil.. Water dependent structures proposed are a 5 x 20 finger pier, 13 x 13 boatlift, 20 x 20 covered platform and 6' x 20' floating dock within the proposed upland basin. In addition, the applicant is proposing a 135 ft bulkhead along the proposed basin shoreline. Anticipated Impacts: The proposed development would shade and incorporate 620 sf of shallow bottom habitat while removing 792 cubic yards of high ground and 106 cubic yards of shallow bottom habitat. Shallow Bottom habitat removal would cause temporary turbidity during removal and piling placement and should be minimal given the bottom composition. No coastal wetlands, SAV, or shellfish were observed within the excavation area and should not be impacted. Excavation spoils would be contained at an offsite upland area retained via erosion control measures. Future maintenance would be anticipated. A single family home is currently under construction on the property and the owner would like to utilize the waterfront portion of the lot for boat dockage. Because the existing man-made canal is so narrow, the property owner wishes to excavate back in the lot for a boat basin. It is my understanding the canal that borders the property has been dug several times in the past as "maintenance".
