Proiect Summary:
The applicant is proposing to add a new boat house, boat lift and finger pier to the existing
1-slip docking facility.
Narrative Description:
The project site is located at 211 Creekview Circle, Snead Ferry, Onslow County adjacent to
turkey Creek which connects to Stump Sound and is part of the White Oak River Basin.
The lot is approximately 4.92 acres, has a shore length of approximately 929 linear ft and an

elevation of 4' to 25'above nhw/nwl. The high ground on the tract consists of lawn grasses,
ornamental trees, shrubs. Coastal Wetlands consist of mostly high marsh present along the shoreline
adjacent to Turkey Creek; species include Black Needle (Juncas roemarianus) and Smooth cordgrass
(Spartina alterniflora)
The Division of Water Resources classifies Turkey Creek as SA/ORW Waters. The project area is
within Turkey Creek, designated Primary Nursery Area and is closed to taking shellfish harvesting.
Water depths within the project area are -2 to -3 NLW/MLW. Google Earth SAV 2018 layer does not
show any SAV present and was not observed during site visit.
Proposed Development:
The proposed development is for the addition of a new 15'/2' x 25'/2' boathouse with a new 10' x
14' boatlift and a 21/2' wide walk platform around three sides of the boatlift (2 @ 23' in length
and 1 @ 13' in length) to allow for easy access to the boat for maintenance and cleaning and
within the dripline of the boathouse. There would also be a new 6' x 4' finger pier extending
from the east end of the existing covered platform which will connect the to the new boathouse.
The boathouse would be located adjacent to the existing covered platform on the east side and
extend perpendicular to the creek. The boathouse would provide dockage for 1 additional vessel,
creating a 2-slip docking facility and would be limited to a maximin of 400sf.
As proposed, the structures would remain a minimum distance of 15' from the riparian corridor
and would not extend beyond the'/4 width of the waterbody (max of 26'), which measures
approx. 105' in this location. The typical boat using the proposed docking facility would be 22'
and of open runabout design.
Anticipated Impacts:
The proposed docking facility would shade/incorporate 400 square ft of open water habitat (existing
shade/incorp. is 480 square ft) for a total of 880 square ft (existing and proposed). The increase in
suspended sediment and turbidity levels from the piling placement would be temporary, occur while
the piling placement is taking place and should be minimal given the bottom composition. The
proposed docking facility should not be a hindrance to navigation due to the fact all portions would
be located landward of the channel area. The proposed docking facility would also meet the
minimum 15' setback from the riparian access lines.

As acting agent for Steven and Beth Lawhorn who owns 2110 eek View Circle,
adjacent to the Turkey Creek, Onslow County, in Sneads Ferry, NC, I am
submitting the enclosed CAMA Major Permit application for modifications to their
existing docking facility. This application is for the addition of a new 15%2' x 25%'
boathouse with a new 10' x 14' boatlift and a 2'/z' wide walk platform around three
sides of the boatlift (2 @ 23' in length and 1 @ 13' in length) to allow for easy
access to the boat for maintenance and cleaning and within the dripline of the
boathouse. There will also be a new 6' x 4' finger pier extending from the east end
of the existing covered platform which will connect the to the new boathouse. The
boathouse will be located adjacent to the existing covered platform on the east side
and extend perpendicular to the creek.
This boathouse will provide dockage for 1 additional vessel, creating a 2-slip
docking facility. As proposed, the structures will not encroach into either of the
adjacent 15' riparian corridor setbacks nor extend beyond the '/4 width of the
waterbody which measures approx. 105' in this location and the boathouse will not
exceed 400 sq.ft.
