Dear Mr. Blanton:
The self-reported Sanitary Sewer Overflow (SSO) 5-Day Report submitted by Town of Ranlo indicates violations of
permit conditions stipulated in the subject permit and North Carolina G.S. 143-215.1. Violations include failing to
effectively manage, maintain, and operate the subject collection system so that there is no SSO to the land or
surface waters and making an outlet to waters of the State for purposes of G.S. 143-215.1(a)(1), for which a
permit is required.

Dear Ms. Harbison:
The Town of Ranlo is in receipt of your April 12th 2023 correspondence regarding the Notice of
Violation (Tracking Number NOV-2023-DV-0166).
Remedial action was immediately taken upon discovery of the sewer line break on March 1,2023.
The Town repaired the compromised line and there are no further infractions of the collections
system. These repairs were made shortly after the Town was made aware of the broken line due to
large amounts of grease being backed-up in the line.
As this was an unforeseeable event and one that the Town immediately addressed,we are requesting
that no civil penalty be issued.
Thank you for your assistance in this matter and please let us know if there is any additional
information we can provide in this matter.
