The self-reported Sanitary Sewer Overflow (SSO) 5-Day Report submitted by Town of Boiling Springs indicates
• violations of permit conditions stipulated in the subject permit and North Carolina G.S. 143-215.1. Violations include
failing to effectively manage, maintain, and operate the subject collection system so that there is no SSO to the
land or surface waters and making an outlet to waters of the State for purposes of G.S. 143-215.1(a)(1), for •

Dear Mr. Pitner,
This letter is in response to the Notice of Violation dated February 21, 2023 concerning the Sanitary
Sewer Overflow(SSO)that was reported for incident#202300015. On January 4, 2023 at 9:30 am
our wastewater ORC found manhole#63-64 overflowing on Gardner-Webb campus and he
immediately called for wastewater personnel to mobilize with our sewer jet cleaning machine.This
sewer main line was jet cleaned to stop the SSO at 11:00 am.Inflow/infiltration was found to be the •
cause of the SSO.The estimated volume of the SSO was 1800 gallons with 900 gallons reaching the
creek.
The Town WWTP staff has conducted smoke testing of the sewer lines on GWU campus and found
smoke coming from a storm drain grate,and several parking lot curb inlets.On 3-21-23 GWU hired
a contractor to dig up the storm water drain going to the grate and found the pipe was rusted out on
the bottom.Underneath this drain is a 6"sewer line that has been separated by tree roots allowing
the stormwater to enter the sewer lateral.GWU is currently getting 2 quotes to replace or repair
both the stormwater pipe and the sewer line.

Boiling Spring sewer collection system that caused the SSO.
