The self-reported Sanitary Sewer Overflow (SSO) 5-Day Report submitted by Town of Boiling Springs indicates
violations of permit conditions stipulated in the subject permit and North Carolina G.S. 143-215.1. Violations include
failing to effectively manage, maintain, and operate.the subject collection system so that there is no SSO to the
land or surface waters and making an outlet to waters of the State for purposes of G.S. 143-215.1(a)(1), for
which a- permit is required.

Dear Mr.Pitner,
This letter is in response to the Notice of Violation dated January 11, 2023 concerning the Sanitary
Sewer Overflow(SSO)that was reported for incident#20201816. On December 15, 2022 at 8:00
am our wastewater ORC found manhole#98 overflowing on the Wellington Hamrick outfall and he
immediately called for wastewater personnel to mobilize with our sewer jet cleaning machine. This
sewer main line was jet cleaned to stop the SSO at 10:00 am and personnel continued jet cleaning
for'an additional 1200 feet. Roots in the main line and I&I was found to be the cause of the SSO and
this section of the main line was also videoed to make sure no roots remained. The estimated
volume of the SSO was 1440 gallons with 900 gallons reaching the creek.This main line outfall,until
recently,has not presented itself to have any issues. This area is inspected often as we inspect the
aerials and creek crossings.
Since the date of this SSO the wastewater crew has dedicated several days jet cleaning this entire
sewer main outfall line starting several manholes above the SSO and continuing to the wastewater
treatment plant for 4,990 feet. The Town will make this outfall a high-priority line for cleaning on
our yearly jet cleaning schedule.
The Town of Boiling Springs recently was awarded an AIA grant and funds will be used for CCTV
inspections, smoke testing, and I/I evaluations for sewer main lines in Boiling Springs.
