In response to your renewal request received June 30, 1999, the Division of Water Quality (the
Division) hereby transmits your final NPDES permit.
Country Wood Wastewater Treatment Plant (WWTP) discharges into Goose Creek. Please note
that Goose Creek has been formally designated as an "impaired stream," listed in the Division's 2000
303(d) list as "a biologically impaired waterbody" based on documented adverse impact to stream
organisms. General and specific factors causing impairment include:
• Treated wastewater discharged to the watershed
• Runoff from agricultural activities
• Suburban development
• Excessive instream fecal coliform concentrations.
• Slow flow and poor dilution due to water extracted for irrigation
• Low dissolved oxygen
Moreover, this drainage is considered environmentally sensitive due to the presence of a federally
endangered, and therefore protected, freshwater mussel, the Carolina heelsplitter (I-asmigona decorara).
The Division is charged by state and federal law to restore Goose Creek to its intended uses and
has, therefore, implemented stricter limits and monitoring requirements. The Goose Creek NPDES
Permitting Strategy applies to all dischargers within this watershed including those on Duck Creek and
Stevens Creek. The long-range goal of the strategy is to remove all small dischargers in the Goose Creek
watershed by connecting these wastewaters to a proposed regional treatment facility, in the higher interest
of restoring and preserving the environment and surface water quality.
Concerning the Permittee's Renewal Requests. The Division has reviewed Heater Utilities'
request of November 23, 1999 to expand the Country Wood WWTP facility. This request must be denied.
Based on the Division's Goose Creek NPDES Permitting Guidance, no new or expanding wastewater
discharges will be allowed within this drainage until the Division documents instream water quality
improvements. Secondly, the Division acknowledges the permittee's request (May 29, 2001) to relax
monitoring compliance by "phasing" the permit based on other than "as built" permitted flow. This
relaxation of requirements is judged inconsistent with this facility's compliance history and the Division's
charge to restore an impaired receiving stream. This request is also denied.

Considering present stream conditions and a recent plant performance review, the Division has
made the following changes to this permit:
• Receiving Stream Monitoring. The permittee is no longer required to measure or report
instream conductivity. However, the permittee shall begin monitoring the receiving
stream Weekly for ammonia (NH3 as N) and for Total Residual Chlorine (TRC).
All remaining parameters and monitoring requirements remain unchanged. Please notice that the
Division has resorted the table under Effluent Limitations and Monitoring Requirements by "Sample
Location" to facilitate operator use.
If any parts, measurement frequencies, or sampling requirements contained in this permit are
unacceptable, you have the right to an adjudicatory hearing upon written request within thirty (30) days
after receiving this letter. Your request must be in the form of a written petition, conforming to Chapter
150B of the North Carolina General Statutes, and filed with the office of Administrative Hearings, 6714
Mail Service Center, Raleigh, North Carolina 27699-6714. Unless such a demand is made, this permit
shall be final and binding.
Please notice that this permit is not transferable except after notifying the Division of Water
Quality. The Division may require modification, or revocation and re -issuance of this permit. This
permit does not affect legal requirements to obtain other permits issued by the Division of Water
Quality, the Division of Land Resources, the Coastal Area Management Act, or other federal or local
governments.

FACT SHEET FOR NPDES PERMIT DEVELOPMENT

INTRODUCTION
Heater Utilities, Inc. (herein referred to as Heater or the permittee) requires a National Pollutant
Discharge Elimination System (NPDES) permit to dispose treated wastewater to the surface waters of
the state. The permittee has applied to the Division of Water Quality (the Division) for an NPDES
permit for the existing Country Wood Wastewater Treatment Plant (WWTP). This Fact Sheet
summarizes background information and rationale used by the Division's NPDES Unit to determine
permit limits and conditions. This document also contains references to information sources relevant
to this permit renewal (superscripted numbers in order of appearance, See References).
FACILITY RECORDS REVIEW
Facility Description. Heater acquired the Country Wood WWTP (Table 1) from Mid South Water
Systems, Inc. in June 1999. This facility services a residential subdivision, therefore the waste stream
is wholly domestics The existing treatment system consists of seven (7) parallel treatment trains; a
dual -train 0.090 MGD, a dual -train 0.100 MGD WWTP, and a three -train 0.480 MGD treatment
system (each train 0.160 MGD). The total permitted flow is 0.670 MGD. Each treatment train has its
own equalization basin, aeration basin, clarifier, tablet chlorination, post aeration, tertiary filters, de -
chlorination, and aerated sludge tanks. A backup power generator and a recording -type flow meter
support all systems in common discharging to Outfall 001.

The Division received the permittee's Permit Renewal Application (Short Form D) on June 2, 1999.1
The previous permit became effective November 1, 1994 and expired on October 31, 1999.2 Permit
renewal was delayed in part by impaired -stream data analyses and subsequent development of the
Goose Creek NPDES Permitting Strategy.
Waste Load Allocation (WLA). The Division prepared a WLA in November of 1990 and developed
effluent limits and monitoring requirements.' The Division judges these limits and monitoring
requirements to be appropriate for this renewal with the exception of the additions and deletions listed
below (see PERMITTING APPROACH SUMMARY).
Existing Stream Conditions. The Division verified that this facility discharges to Goose Creek, a
Class C stream within the Yadkin River Basin. Goose Creek is listed as an "impaired" waterbody
[303(d) listed] due to "biological impairment based on benthic macroinvertebrate data," and also
"excessive instrea n, fecal coliform concentrations." Moreover, Goose Creek is considered
environmentally sensitive due to the presence of a federally endangered freshwater mussel, the
Carolina heelsplitter (Lasmigona decorata).6 Impaired conditions have mandated subbasin-specific
permitting guidance for Goose Creek and its tributaries.$
COMPLIANCE REVIEW
Notices of Violation (NOVs). The Division issued NOVs to this facility (June, July, and August
1998) for exceeding limits for fecal coliform (daily max), BOD (daily max and monthly average),
TSR (daily max), TRC (monthly average), and ammonia nitrogen (monthly average). Penalties were
also assessed in March of 1999 for fecal coliform (monthly average and daily max), among others.
Assessment penalties to date, during this permit cycle, total approximately $6,583.
Whole Effluent Toxicity (WET) Test. This facility does not conduct Whole Effluent Toxicity (WET)
testing.
Discharge Monitoring Reports (DMR) -- Effluent Flow Data Review. The Division reviewed 30
months of DMRs (1998 through June 2000). Reports appear generally thorough and complete. Actual
discharge flow during 1999 averaged 0.099 MGD with flows averaging 0.110 MGD through June
2000. For a one-year period from June 1999 through July 2000 flow averaged 0.137 MGD or about
20 % permitted capacity.9
Effluent Total Residual Chlorine (TRC) and Ammonia Nitrogen (NH3 as N). The majority or
effluent ammonia data are reported between <0.5 mg/L and 2 mg/L with the highest single week
reported as 7.10 mg/L in February 1999. Although usually in compliance with summer and winter
limits, the permittee exceeded ammonia Monthly Average limits three times during this evaluation
period (June 1998, August 1998, and January 1999). Concerning TRC, this permit currently includes
a chlorine limit of 19.0 µg/L. Effluent is both chlorinated and de -chlorinated. During year 2000 the
permittee routinely reported TRC as "<20 µg/L.s9
Instream Monitoring. The Division reviewed dissolved oxygen (DO) and temperature data reported
in DMRs. DO data appear seasonally appropriate and within permit limits (upstream high: 13.6 mg/L
— Downstream high 13.5 mg/L. Upstream low 6.3 mg/L — downstream low 6.6 mg/L). The permittee
reported fecal coliform bacteria counts averaging less than 300 colonies per 100 milliliters both
upstream and downstream. Maximums reported as >1,660 colonies per 100 milliliters (upstream) and
>2,260 colonies per 100 milliliters (downstream) appear statistically anomalous considering reported

discharge data. Data generally suggest that this facility does not contribute significantly to instream
fecal coliform.9
FACILITY INSPECTION
The Mooresville Regional Office (MRO) inspected the facility in August 1999. MRO noted that the
0.480 MGD-portion of the facility was not in operation.3 The permittee treats flows averaging about
0.110 MGD with only a 0.190 MGD portion of the facility operating at about 58 % of "as built"
capacity.' MRO also noted that possible impacts to surface waters included chlorine. MRO
recommended that the subject permit be renewed.
PERMITTING APPROACH SUMMARY
With its permit renewal request, Heater Utilities, Inc. requested an increase in permitted flow from
0.670 MGD to 0.700 MGD. In accordance with the Goose Creek NPDES Permitting Strategy$
prohibiting new or expanding discharge to Goose Creek, this request will be denied in the interest of
protecting the receiving stream. The permittee also requested (May 29, 2001) to relax monitoring
compliance by "phasing" the permit based on other than "as built" permitted flow. This relaxation of
requirements is judged inconsistent with this facility's less -than -pristine compliance history and the
Division's charge to restore an impaired receiving stream. This request will also be denied. The
following summarizes changes conforming to this permitting strategy.
Effluent Limitations and Monitoring Requirements
Recommended Changes: None.
Request to expand flow from 0.670 MGD to 0.700 MGD
will be denied. Request to "phase" permit based on flow and
relax monitoring requirements will also be denied.
Instream Monitoring

Biologists with the North Carolina Wildlife Resources Commission have reviewed the
subject application for impacts to fish and wildlife. Our comments are provided in accordance
with provisions of the Clean Water Act of 1977 (as amended), the Fish and Wildlife
Coordination Act (48 Stat. 401, as amended; 16 U.S.C. 661-667d), and North Carolina General
Statutes (G.S, 113-131 et neq.),
Country Wood has submitted a request for a permit renewal for its Wastewater Trisatment
Plant (WWTP) to discharge treated wastewater into Goose Creek in the Yadkin -Pee Dee River
Basin. We appreciate the efforts to improve water quality in Goose Creek. The implementation
of effluent limit reductions and monitoring requirements to renewal permits and disallowing new
or expanding wastewater discharges should go along way in protecting this important resource.
However, we arc concerned about the multiple problems this facility has had in the past with
complying with effluent limits. We are additionally concerned with the chlorine effluent.
Chlorine is acutely toxic to aquatic organisms and forms secondary compounds that are also
detrimental to aquatic life.
We recommend that the following conditions be incorporated into the permit to reduce
impacts to fish and wildlife resources and in particular to listed species.
Although reducing the Total Residual Chlorine effluent limit to 19 µg/L would he a
sound improvement, we suggest that the chlorine systems be replaced by ultraviolet light

material from the workplace.

The above -referenced draft permit dated May 2, 2001. and postmarked May
9, 2001, was received by Heater Utilities, Inc. (Heater) on May 11, 2001. The
cover letter requested comments by May 25, 2001, which deadline I was unable
to meet. I will, however, make the following comments.

The draft permit requires three times per week testing that I understand
should be required for Class 3 facilities over 500,000 gpd in size. Although
the Country Woods WWTP is 670,000 gpd, only 190,000 gpd is currently in
service. The remaining three plants at 160,000 gpd each will be placed into
service in phases as the size of the service area and flow increases.
Heater request phased in monitoring and that the three times per week
monitoring not be required until after the treatment plant in use exceeds
500,000 gpd. This will occur once the second 160,000 gpd plant is placed into
service when the treatment capacity will then be 510,000 gpd (190,000 gpd +
160,000 gpd + 160.000 gpd 510,000 gpd).
The stream testing parameters and frequencies will cause significant
added expense to this wastewater operation and appear to be excessive.
Consideration of lesser stream testing frequency would be appropriate.

INTRODUCTION
Heater Utilities, Inc. (herein referred to as Heater or the permittee) requires a National Pollutant
Discharge Elimination System (NPDES) permit to dispose treated wastewater to the surface waters of
the state. The permittee has applied to the Division of Water Quality (the Division) for an NPDES
permit for the existing Country Wood Wastewater Treatment Plant (WWTP). This Fact Sheet
summarizes background information and rationale used by the Division's NPDES Unit to determine
permit limits and conditions. This document also contains references to information sources relevant
to this permit renewal (superscripted numbers in order of appearance, See References).
FACILITY RECORDS REVIEW
Facility Description. Heater acquired the Country Wood WWTP (Table 1) from Mid South Water
Systems, Inc. in June 1999. This facility services a residential subdivision, therefore the waste stream
is wholly domestic.[ The existing treatment system consists of seven (7) parallel treatment trains; a
dual -train 0.090 MGD, a dual -train 0.100 MGD WWTP, and a three -train 0.480 MGD treatment
system (each train 0.160 MGD). The total permitted flow is 0.670 MGD. Each treatment train has its
own equalization basin, aeration basin, clarifier, tablet chlorination, post aeration, tertiary filters, de -
chlorination, and aerated sludge tanks. A backup power generator and a recording -type flow meter
support all systems in common discharging to Outfall 001.

The Division received the permittee's Permit Renewal Application (Short Form D) on June 2, 1999.'
The previous permit became effective November 1, 1994 and expired on October 31, 1999.2 Permit
renewal was delayed in part by impaired -stream data analyses and subsequent development of the
Goose Creek NPDES Permitting Strategy.
Waste Load Allocation (WLA). The DivisionTrepared a WLA in November of 1990 and developed
effluent limits and monitoring requirements. The Division judges these limits and monitoring
requirements to be appropriate for this renewal with the exception of the additions and deletions listed
below (see PERMITTING APPROACH SUMMARY).
Existing Stream Conditions. The Division verified that this facility discharges to Goose Creek, a
Class C stream within the Yadkin River Basin. Goose Creek is listed as an "impaired" waterbody
[303(d) listed] due to "biological impairment based on benthic macroinvertebrate data," and also
"excessive instream fecal coliform concentrations." Moreover, Goose Creek is considered
environmentally sensitive due to the presence of a federally endangered freshwater mussel, the
Carolina heelsplitter (Lasmigona decorata) 6 Impaired conditions have mandated subbasin-specific
permitting guidance for Goose Creek and its tributaries.$
COMPLIANCE REVIEW
Notices of Violation (NOVs). The Division issued NOVs to this facility (June, July, and August
1998) for exceeding limits for fecal coliform (daily max), BOD (daily max and monthly average),
TSR (daily max), TRC (monthly average), and ammonia nitrogen (monthly average). Penalties were
also assessed in March of 1999 for fecal coliform (monthly average and daily max).
Whole Effluent Toxicity (WET) Test. This facility does not conduct Whole Effluent Toxicity (WET)
testing.
Discharge Monitoring Reports (DMR) -- Effluent Flow Data Review. The Division reviewed 30
months of DMRs (1998 through June 2000). Reports appear generally thorough and complete. Actual
discharge flow during 1999 averaged 0.099 MGD with flows averaging 0.110 MGD through June
2000. For a one-year period from June 1999 through July 2000 flow averaged 0.137 MGD or about
20 % permitted capacity 9
Effluent Total Residual Chlorine (TRC) and Ammonia Nitrogen (N143 as N). The majority or
effluent ammonia data are reported between <0.5 mg/L and 2 mg/L with the highest single week
reported as 7.10 mg/L in February 1999. Although usually in compliance -with summer and winter
limits, the permittee exceeded ammonia Monthly Average limits three times during this evaluation
period (June 1998, August 1998, and January 1999). Concerning TRC, this permit currently includes
a chlorine limit of 19.0 µg/L. Effluent is both chlorinated and de -chlorinated. During year 2000 the
permittee routinely reported TRC as "<20 µg/L."9
Instream Monitoring. The Division reviewed dissolved oxygen (DO) and temperature data reported
in DMRs. DO data appear seasonally appropriate and within permit limits (upstream high: 13.6 mg/L
— Downstream high 13.5 mg/L. Upstream low 6.3 mg/L — downstream low 6.6 mg/L). The permittee
reported fecal coliform bacteria counts averaging less than 300 colonies per 100 milliliters both
upstream and downstream. Maximums reported as >1,660 colonies per 100 milliliters (upstream) and
>2,260 colonies per 100 milliliters (downstream) appear statistically anomalous considering reported

discharge data. Data generally suggest that this facility does not contribute significantly to instream
fecal coliform. 9
FACILITY INSPECTION
The Mooresville Regional Office (MRO) inspected the facility in August 1999. MRO noted that the
0.480 MGD-portion of the facility was not in operations The permittee treats flows averaging about
0.110 MGD with only a 0.190 MGD portion of the facility operating at about 58 % of "as built"
capacity! MRO also noted that possible impacts to surface waters included chlorine. MRO
recommended that the subject permit be renewed.
PERMITTING APPROACH SUMMARY
With its permit renewal request, Heater Utilities, Inc. asked to increase permitted flow at the Country
Woods WWTP from 0.670 MGD to 0.700 MGD. In accordance with the Goose Creek NPDES
Permitting Strategy$ prohibiting "...any new or expanding discharge to Goose Creek...," this request
will be denied in the interest of protecting the receiving stream. The following summarizes changes
conforming to this strategy.

Goose Creek is an environmentally sensitive waterbody with the presence of endangered species and an
impaired use support rating. This NPDES permitting policy was developed specifically for current and
proposed future wastewater dischargers to Goose Creek, and will remain in effect until water quality
improvements are documented. Long-range plans include elimination of all small dischargers in the
Goose Creek watershed by connecting to a proposed regional facility.
BACKGROUND
Stream Data. Goose Creek, a Class C waterbody with headwaters in Mecklenburg County, flows through
Union County before joining Rocky River. The creek is inhabited by a small population of the federally
endangered freshwater mussel Carolina heelsplitter (Lasmigona decorata), which was listed as an
endangered species in 1993. A small number of individuals have also been reported in Duck Creek, a
tributary to Goose Creek. The decline in the species has been attributed to a combination of urban growth
pressures, wastewater dischargers, and agricultural activities.
The entire Goose Creek waterbody is listed in the North Carolina Draft 2000 303(d) list as biologically
impaired waters, and was designated by DWQ as one of the top five priorities among all the waters on the
1998 303(d) listing. A "poor" bioclassification was assigned to Goose Creek based on 1996 benthic
macroinvertebrate data, and a 1998 biological assessment conducted by the Division's Environmental
Sciences Branch found few benthic macroinvertebrates despite generally good habitat (see Attachment
A). The current use support rating is NS (Not Supporting).
Goose Creek is approximately 17 miles in length, with a drainage area of 42 square miles and an
estimated s7Q10 flow of 0.52 cfs at its confluence with Rocky River. Currently, there is an irrigation
withdrawal from Goose Creek for a golf course at approximately mid -length during summer months of up
to 188 gpm (0.42 cfs), which can significantly affect the available dilution for downstream dischargers.
Time of travel dye studies revealed that the average stream velocity in Goose Creek is very slow,
particularly in the lower half (0.05 fps).
NPDES Discharger Status. There are currently six permitted dischargers of treated domestic wastewater
to Goose Creek or its tributaries (i.e., Stevens Creek, Paddle Creek, Duck Creek); refer to Table 1.
Permittees include 5 subdivisions and 1 school, with permitted flows ranging from 0.004 - 0.67 MGD.
Based on the Union County Sewer System Master Plan (1996), long range plans for the Goose Creek
drainage basin include construction of a new Rocky River Regional WWTP, which would include an
activated sludge plant with nutrient removal, tertiary filtration, and UV disinfection. The proposed

regional outfall would be located at the confluence of Goose Creek and Rocky River. Presently several
Goose Creek dischargers are evaluating alternative discharge options.
QUAL2E Model Results. The ModelingnMDL Unit developed a QUAL2E model for Goose Creek to
evaluate potential impacts of existing domestic dischargers on instream dissolved oxygen (DO) levels.
Model results indicate that Goose Creek is over -allocated at current permitted limits, with DO
concentrations predicted to drop below the instream water quality standard of 5 mg/l during summer low
flow conditions along a 3.8-mile downstream segment. Actual instream DO data from DMR reports and
a 1997 intensive survey showed no DO violations; however, more recent data collected during Summer
2000 by the Yadkin -Pee Dee River Basin Association show some instream DO values at or below 5.0
mg/1 at Stations Q8360000 and Q8359000 in Goose Creek. The modeling report notes that there are
model uncertainties due to the slow time of travel, particularly in the lower half. A summary of model
results is included as Attachment B.
Basin Plan Recommendations. The 1998 Basin Plan reports that "elevated fecal coliform levels are likely
primarily due to nonpoint sources, while the cumulative effect of elevated chlorine and ammonia levels
from the small wastewater dischargers may also be affecting the aquatic community of Goose Creek."
The 1998 Basin Plan recommended that 1) existing facilities discharging into Goose Creek receive TRC
limits at permit renewal; 2) DWQ be supportive of efforts to eliminate the small discharges in the Goose
Creek watershed by connecting to the proposed Rocky River regional WWTP in 2000 to 2010.
Agency Comments. A meeting was held on July 7, 2000, with staff from the U.S. Fish and Wildlife
Service (USFWS) and the North Carolina Wildlife Resources Commission (WRC). The purpose of the
meeting was to seek agency comments on a proposed NPDES permitting strategy for Goose Creek.
Primary agency concerns focused on potential toxic impacts to the endangered mussel populations from
direct wastewater dischargers. WRC provided maps of Goose Creek mussel distributions and
abundances, which suggest impairment to mollusk populations below point source discharges. Both
USFWS and WRC were opposed to any additional hydraulic expansions. USFWS recommended
instream monitoring for toxic constituents (TRC, ammonia) to be added to the existing permits.
Attachment C includes agency comments and maps.
NPDES PERMITTING POLICY
As a result of the presence of endangered species, an impaired use support rating, and model results
indicating current overallocation, the following NPDES permitting policy for NPDES-permitted
dischargers to the Goose Creek drainage will be effective immediately and remain in effect until water
quality improvements are documented:
New Facilities and Expansions. No new or expanding dischargers will be allowed. This moratorium
on additional hydraulic and pollutant loading can be revisited after sources of water quality
impairment are well characterized, strategies are implemented to reduce that impairment, and water
quality has been demonstrated to improve.
Existing Facilities: Refer to Table 1 for a summary of proposed changes at permit renewal. Existing
facilities will receive TRC limits (minimum of 17 ug/l, with upper cap = 28 ug/1) if they are not
already present, and ammonia limits will be adjusted according to mass balance calculations to
protect for ammonia toxicity. To account for the decreased streamflow during summer irrigation for
the single existing facility located downstream of the golf course withdrawal (i.e., Fairview
Elementary, NC0030538), a s7Q10 flow of 0.10 cfs will be used in limits development for TRC and
NH3. Compliance schedules may be included in permits to allow for securement of an ATC permit
and installation of equipment, if needed, to meet potential new permit limits for TRC and NH3. Also,
summer instream monitoring (U,D) for TRC and NH3 will be added to each permit at the current

instream monitoring frequency, in order to evaluate whether instream criteria are being maintained.
Instream monitoring for TRC and NH3 may be removed at the next permit cycle, if data show no
instream problems. Current effluent BOD limits will remain unchanged with one exception; for the
already permitted phased 0.35 MGD flow at NC0072508, the BOD limit will be changed from 30
mg/1 down to 5 mg/l. Nutrient monitoring (TN,TP) appropriate for the permitted flow will be
maintained. Finally, the following language will be added to each permit cover letter: " Please note
that Goose Creek is listed in the Draft 2000 303(d) list as a biologically impaired water based on
benthic macroinvertebrate data. The stream is also listed as impaired due to excessive instream
fecal coliform concentrations. In addition, Goose Creek is considered environmentally sensitive
due to the presence of the federally endangered freshwater mussel Carolina heelsplitter. If
degradation of the stream can be attributed to point source dischargers, then mitigative
measures, including the removal of the discharge, may be necessary. Finally, based on the
Goose Creek NPDES Permitting Policy, no new or expanding wastewater discharges will be
allowed until instream water quality improvements are documented."
The Point Source Branch requests your comments and concurrence with our permitting policy. You
should note that the Division has three requests that would be denied as a result of this policy: 1) Goose
Creek Utility Company (NC0034762) has requested an increase in permitted flow from 0.07 to 0.095
MGD to accommodate hydraulic loading from infiltration/inflow; 2) Heater Utility/Country Wood
(NC0065684) has requested an increase in permitted flow from 0.67 to 0.70 MGD to accommodate future
development; and 3) Howie Bottoms (NC0086282) submitted an application for a proposed subdivision
wastewater discharge in January 1998, but the application has been held pending complete submission.

equalization, a dual train 0.09 MGD WWTP and a dual
train 0.100 MGD WWTP both with aeration, clarifier,

constructed but not in service is a 0.48 MGD treatment
plant consisting of three 0.160 MGD trains having flow
equalization, aeration, clarifier, sludge holding tank,
tertiary filter, chlorine contact basin, dechlorination
chamber, flow meter and one power generator.

Utilities, Inc. (Heater) purchased from Mid South Water Systems, Inc. (Mid
South) on June 17, 1999. Some of these renewals may have been submitted by

MID SOUTH WATER SYSTEMS, INC.
No sludge will be treated on any wastewater treatment plant site operated by Mid South Wafer Systems, inc.
Where practical, sludge removed from a Mid South facility will be transported via a contract hauler to another Mid South
Facility for the purpose of "seeding" a new or under loaded plan#.
Unusable (or "dead") sludge will be removed by a contract hauler and properly disposed of in accordance with NfS 143-
215.1. Contract haulers used by Mid South will be requiped as r•;lorf the quantity of sludge transported and identify the
location of the proposed disposal site if the sludge is not taken to an existing plan# operated by Mid South. Mid South has
not entered info any agreement to accept sludge info its facilities from plants not owned by them.
Mid South Wafer Systems, Jnc. will keep records on the quantity of sludge removed from each facility, the name of the

670,000 gpd. The original discharge permit was: however, for a total of
700,000 gpd. The additional 30,000 gpd capacity will ultimately be needed in
order to serve the complete Country Woods service area.
It is, therefore, requested that the new permit, when issued, reflect
the existing 670,000 gpd WWTP and upon receiving authorization to construct,
expand the facility to the ultimate permitted capacity of 700,000 gpd.

USF&WS).
RECOMMEND that all new/expanding/phased - facilities
discharging to Goose Creek employ dual train disinfection
equipment as well as standby power as specified in 15A
NCAC 2H .0124.
Also, new/expanding/phased facilities should receive an
ammonia limit and chlorine limit.
