Division personnel have reviewed and approved your application for renewal of the subject
permit. Accordingly, we are forwarding the attached NPDES discharge permit. This permit is issued
pursuant to the requirements of North Carolina General Statute 143-215.1 and the Memorandum of
Agreement between North Carolina and the U.S. Environmental Protection Agency dated October 15,
2007 (or as subsequently amended).
The permit authorizes the Town of Grover to discharge domestic wastewater from the
Grover WWTP to an unnamed tributary to Buffalo Creek, a class C water in the Broad River Basin.
The final permit includes discharge limitations/or monitoring for flow, total suspended solids
(M), BOD5, ammonia nitrogen, dissolved oxygen, total residual chlorine, total nitrogen, total
phosphorus and fecal coliform.
Regarding the receiving stream of the WWTP discharge, the mainstem of Buffalo Creek is listed
as an impaired stream on North Carolina's 303(d) list. This means that the stream does not meet all
water quality standards. The Grover WWTP is located on an unnamed tributary to the impaired
segment of Buffalo Creek. The Division is working toward the improvement of water quality in Buffalo
Creek. If the current changes to permits discharging to these streams do not result in improved water
quality, removal of discharges to Buffalo Creek may be necessary for the health of the stream.
If noncompliance with your permit's effluent limits is shown to be a direct cause of stream
degradation, the Division will recommend removal of your facility's discharge. Part III of your permit
requires you to "continually evaluate all wastewater disposal alternatives and pursue the most
environmentally sound alternative of the reasonably cost effective alternatives" to surface water
discharge. Such an evaluation may help you find an alternative to surface water discharge that is
more appropriate for your facility.
The following procedure has been recently implemented by DWQ: Total residual chlorine (TRC)
compliance level changed to 50 ug/l Effective March 1, 2008, the Division received EPA approval to
allow a 50ug/l TRC compliance level. This change is due to analytical difficulties with TRC
measurements. Facilities will still be required to report actual results on their monthly discharge
monitoring report (DMR) submittals, but for compliance purposes, all TRC values below 50 ug/l will be
treated as zero. A footnote regarding this change has been added to the effluent limitations page

included as components of the wastewater treatment plant.
If any parts, measurement frequencies or sampling requirements contained in this permit are
unacceptable to you, you have the right to an adjudicatory hearing upon written request within thirty
(30) days following receipt of this letter. This request must be in the form of a written petition,
conforming to Chapter 150B of the North Carolina General Statutes, and filed with the office of
Administrative Hearings, 6714 Mail Service Center, Raleigh, North Carolina 27699-6714. Unless such
a demand is made, this permit shall be final and binding.
Please take notice that this permit is not transferable. The Division may require modification
or revocation and reissuance of the permit. This permit does not affect the legal requirements to
obtain other permits, which may be required by the Division of Water Quality, or permits required by
the Division of Land Resources, Coastal Area Management Act, or any other Federal or Local
governmental permits may be required.

All previous NPDES Permits issued to this facility, whether for operation or discharge are hereby revoked. As of this
permit issuance, any previously issued permit bearing this number is no longer effective. Therefore, the exclusive
authority to operate and discharge from this facility arises under the permit conditions, requirements, terms, and

The Town of Grover requests renewal of its NPDES Permit for the discharge of treated
wastewater from the subject facility. The only change from the last staff report was the addition of a
tablet dechlorination unit to the plant in order to comply with the total residual chlorine of 28ug/l.
An on -site investigation revealed the WWTP to be in good operational condition.
Pending review and approval by the P&E, it is recommended that the permit be renewed as
requested.

on May 1, 2005. No other changes have been made.

Sludge Management Plan

The ultimate disposal of sludge from the Town of Grover WWTP is the Foothills
Environmental Landfill, Special Waste Profile No. 24443. Their address and phone no. is
as follows:

Sludge wasting procedures are as follows:
• Return activated sludge is transferred to the 15,000 gallon aerobic digester as
needed.
• The digester air diffusers are turned off, the solids are allowed to settle, and the
clear supernatant is decanted back to the aeration basin as needed until the MLSS
is concentrated to approximately 1.5% to 1.75% solids.
• Amer digestion for about 30 days, the MLSS is pumped to the sand drying beds
for dewatering. The filtrate is returned to the head of the plant.
• After dewatering, the dried sludge cake is removed and transferred to the covered
container provided by Republic Services, Inc.
• The required manifest is signed by the ORC and the transporter representative for
Republic Services and the sludge is hauled to the final destination, Foothills
Landfill.
• The completed manifest is signed by Foothills Landfill and returned to the Town
of Grover where is kept on file and is available for inspection.
Records are maintained by Republic Services and the Town of Grover. The agreement
with Republic Services and Foothills Landfill including TCLP analysis is renewed as
required.
