We agree that the permit contains an error, and we hereby send you permit change -pages. Please insert these change -pages into your existing permit and discard the old pages. This letter serves to correct the permit monitoring required at your Outfall 003 for Total Dissolved Solids (TDS) — the limits have been removed. While TDS monitoring is required statewide for water treatment plants (WTP) using reverse osmosis (RO) technology, TDS should not be permit limited; it was inadvertently confused with Total Suspended Solids (TSS). The Division regrets any inconvenience this may have caused you. The Permittee shall sample Total Residual Chlorine (TRC) only if chlorine is used to disinfect. Because of difficulties quantifying TRC in a wastewater matrix, the Division will consider values below 50 µg/L to be compliant with this permit. However, the Permittee shall continue to submit all values reported by North Carolina -certified laboratory methods, even if these values fall below 50 µg/L. 2. Dissolved oxygen daily average effluent concentration shall fall below 5.0 mg/L. The Permittee shall discharge no floating solids or foam visible in other than trace amounts. A. (2.) The Permittee shall discharge no floating solids or foam visible in other than trace amounts. A. (4.) PERMIT RE -OPENER: TMDL IMPLEMENTATION The Division may, upon written notification to the permittee, re -open this permit in order to incorporate or modify effluent limitations, monitoring and reporting requirements, and other permit conditions when it deems such action is necessary to implement a parameter -specific Total Maximum Daily Load (TMDL) approved by the USEPA.
