Deadline to Install Dechlorination

The Division of Water Quality (the Division) acknowledges your written request received January 26, 2009 to
extend your deadline of February 1, 2009 for compliance to permit limits for Total Residual Chlorine (TRC). We
hereby grant your request.
We have attached change -pages to modify your permit. Please insert these pages in your existing permit and
discard the old pages. The permit limit for TRC will now become effective June 1, 2009. On January 28, 2009,
we understand that the Division's Construction Grants and Loans received your Application for an Authorization
to Construct (AT'C) dechlorination facilities. We also understand that they intend to "fast track" this application
within 10 to 15 working days.
Please observe a revised footnote regarding TRC in permit section A. (L) explaining that, "Due to inconsistencies
in quantifying TRC in a wastewater matrix, the Division will consider any level reported below 50 ug/L to be
compliant with this permit. However, the Permittee will continue to report all levels detected by North Carolina -
certified laboratory methods, even if these levels fall below 50 ug/L." If you have questions, please contact

A. (1.) . EFFLUENT LIMITATIONS AND MONITORING REQUIREMENTS
During the period beginning on the effective date of this permit and lasting until expiration, the Permittee is
authorized to discharge from outfall 001. Such discharges shall be limited and monitored by the Permittee as
specified below:

Footnotes:
1. The daily average dissolved oxygen effluent concentration shall not be less than 5.0 mg/L.
2. The limit for Enterococci will become effective February 1, 2008.
3. The limit for total residual chlorine will become effective June 1, 2009, only if chlorine is used. Due to
inconsistencies in quantifying -fRC in a wastewater matrix, the Division will consider any level reported below
50 ug/L to be compliant with this permit. However, the Permittee will continue to report all levels detected by
North Carolina -certified laboratory methods; even if these levels fall below 50 ug/L.
4. The pH shall not be less than 6.8 standard units nor greater than 8.5 standard units.
There shall be no discharge of floating solids or foam visible in other than trace amounts.

Mr. Vinzani:
Worsley Operating Corporation (WOC) respectfully requests an extension to the February 1", 2009
deadline for dechlorination of our effluent wastewater at the referenced facility.
The wastewater operator for this facility was reportedly working on this issue during 2008. During late
December 2008, our operator unexpectedly quit.
WOC retained a new operator on December 30, 2008. It has been brought to our attention by the new
operator that the necessary application for the installation of the dechlorination system has not been
submitted to DENR. At this time, the application has been completed and presently being reviewed by a
professional licensed engineer. WOC anticipates the application to be submitted to DENR the week of
January 26t6.
