This permit is issued pursuant to the requirements of North Carolina General Statute 143-215.1 and the Memorandum of Agreement between North Carolina and the U.S. Environmental Protection Agency dated October 15, 2007, or as subsequently amended. The Division understands that you have made no significant changes to your facility the last permit renewal. We have made the following updates to your previous permit: • added updates to facility map and parameter codes • quarterly Mercury monitoring is included to provide a database for future mercury management • corrected the receiving stream to Jakes Branch [Stream Segment 9-53-9]. • added a Special Condition A.(3.) for an implementation plan for elimination of discharge. The permittee shall contact the Division within 30 days of any elimination or transfer of discharge. The permittee shall report annually to the Mooresville Regional Office the status of any implementation plan for elimination of discharge by transferring effluent to another treatment facility. Proposed federal regulations require electronic submittal of all discharge monitoring reports (DMRs) and specify that, if a state does not establish a system to receive such submittals, then permittees must submit DMRs electronically to the Environmental Protection Agency (EPA). The Division anticipates that these regulations will be adopted and is beginning implementation. The requirement to begin reporting discharge monitoring data electronically using the NC DWR's Electronic Discharge Monitoring Report (eDMR) internet application has been added to your NPDES permit. Therefore, the exclusive authority to operate and discharge from this facility arises under the permit conditions, requirements, terms, and provisions described herein. No later than 270 days from the effective date of this permit, the permittee shall begin submitting discharge monitoring reports electronically using the Division's eDMR application system [see A. (2.)]. 2. Sample Location: E — Effluent, I — Influent. 3. The Division shall consider all effluent TRC values reported below 50 µg/l to be in compliance with the permit. However, the Permittee, shall continue to record and submit* all values reported by a North Carolina certified laboratory (including field certified), even if these values fall below 50 µg/1. 4. The monthly average effluent BOD5 and Total Suspended Solids concentrations shall not exceed 15 percent of the respective influent value (85% removal). 5. Fecal Coliform shall be calculated using the geometric mean, according to the procedure detailed in Part U. Section A. 6. Low level mercury analysis using EPA Method 1631E for all effluent mercury sampling is required. There shall be no discharge of floating solids or foam in other than trace amounts. ELECTRONIC REPORTING OF DISCHARGE MONITORING REPORTS [G.S. 143-215.1(b)] Proposed federal regulations require electronic submittal of all discharge monitoring reports (DMRs) and specify that, if a state does not establish a system to receive such submittals, then permittees must submit DMRs electronically to the Environmental Protection Agency (EPA). The Division anticipates that these regulations will be adopted and is beginning implementation in late 2013. NOTE: This special condition supplements or supersedes the following sections within Part II of this permit (Standard Conditions for NPDES Permits): • Section B. (11.) • Section D. (2.) • Section D. (6.) • Section E. (5.) Signatory Requirements Reporting Records Retention Monitoring Reports I. Reporting [Supersedes Section D. (2.) and Section E. (5.) (a)] Beginning no later than 270 days from the effective date of this permit, the permittee shall begin reporting discharge monitoring data electronically using the NC DWR's Electronic Discharge Monitoring Report (eDMR) internet application. Monitoring results obtained during the previous month(s) shall be summarized for each month and submitted electronically using eDMR. The eDMR system allows permitted facilities to enter monitoring data and submit DMRs electronically using the internet. Until such time that the state's eDMR application is compliant with EPA's Cross -Media Electronic Reporting Regulation (CROMERR), permittees will be required to submit all discharge monitoring data to the state electronically using eDMR and will be required to complete the eDMR submission by printing, signing, and submitting one signed original and a copy of the computer printed eDMR to the following address: NC DENR / DWR / Information Processing Unit ATTENTION: Central Files / eDMR 1617 Mail Service Center Raleigh, North Carolina 27699-1617 If a permittee is unable to use the eDMR system due to a demonstrated hardship or due to the facility being physically located in an area where less than 10 percent of the households have broadband access, then a temporary waiver. from the NPDES electronic reporting requirements may be granted and discharge monitoring data may be submitted on paper DMR forms (MR 1, 1.1, 2, 3) or alternative forms approved by the Director. Duplicate signed copies shall be submitted to the mailing address above. Requests for temporary waivers from the NPDES electronic reporting requirements must be submitted in writing to the Division for written approval at least sixty (60) days prior to the date the facility would be required under this permit to begin using eDMR. Temporary waivers shall be valid for twelve (12) months and shall thereupon expire. At such time, DMRs shall be submitted Page 4 of 6 NPDES Permit NCO065242 electronically to the Division unless the, permittee re -applies for and is granted a new temporary waiver by the Division. Information on eDMR and application for a temporary waiver from the NPDES electronic reporting requirements is found on the following web page: htta://portal.ncdenr.org/web/wq/admin/bog/ipu/edmr Regardless of the submission method, the first DMR is due on the last day of the month following the issuance of the permit or in the case of a new facility, on the last day of the month following the commencement of discharge. 2. Signatory Requirements [Supplements Section B. (11.) (b) and supersedes Section B. (11.) (d)1 All eDMRs submitted to the permit issuing authority shall be signed by a person described in Part II, Section B. (11.)(a) or by a duly authorized representative of that person as described in Part II, Section B. (I 1.)(b). A person, and not a position, must be delegated signatory authority for eDMR reporting purposes. For eDMR submissions, the person signing and submitting the DMR must obtain an eDMR user account and login credentials to access the eDMR system. Any person submitting an electronic DMR rising the state's eDMR system shall make the following certification [40 CFR 122.22]. I am aware that there are significant penalties for submitting false information, including the possibility of fines and imprisonment for knowing violations. " 3. Records Retention [Supplements Section D. (6.)] The permittee shall retain records of all Discharge Monitoring Reports, including eDMR submissions. These records or copies shall be maintained for a period of at least 3 years from the date of the report. This period may be extended by request of the Director at any time [40 CFR 122.41]. Fact Sheet Renewal 2015 -- NPDES Permit NCO065242 Page 1 Stream — Discharge from WWTP for outfall 001 is into Jakes Branch [Stream Segment 9-53-9]. The segment is not list in the 2012 North Carolina Integrated report. The previous permit had outfall 001 discharging to an unnamed tributary to Buffalo Creek [Stream Segment 9-53-(3)]. Jakes Branch was not indicated on the USGS topo quadrate Grover, NC as being named. However, GIS mapping indicated that this stream is named Jakes Branch [see attached map]. RPA — A Reasonable Potential Analysis (RPA) was not applicable for any parameters for this permit renewal. Implementation of 2012 Statewide Mercury TMDL — Grover WWTP was not required to sample for mercury in the previous permit. Quarterly Monitoring for Mercury is added to the permit. Description of existing or substantially constructed WWT facilities: The existing WWT facilities consist of an influent (rotary) bar screen followed by two (2) sequencing batch reactors with diffused aeration, an aerobic digester, instrumented flow measurement with recorder and totalizer, a chlorine contact basin, and four (4) sand drying beds. e. Description of proposed WWT facilities: There are no WWT facilities proposed at this time. f. Possible toxic impacts to surface waters: Chlorine is used for disinfection. PART III - OTHER PERTINENT INFORMATION 1. Special monitoring or limitations (including toxicity) requests: The Town has not requested any changes to their current effluent limitations at this time nor does the RO recommend any changes to the current limitations. PART IV - EVALUATION AND RECOMMENDATIONS The Town of Grover (the Town) is requesting renewal the subject, which will expire on August 31, 2013. There have been no changes in the WWTP components or operation of the current wastewater treatment facility since the permit was last renewed. The existing WWTP has been in operation for many years and the integrity of the existing tankage is beginning to show signs of deterioration (the Town has not prepared a cost estimate for repairs). Rather than replace the existing WWTP, the Town, is considering two long-term disposal options: construct a PS and send all wastewater to the former Grover Industries WWTP (closed since 2009) or enter into an agreement that would send the Town's wastewater to the Town of Kings Mountain for treatment and disposal. This option would require the construction of a new lift station, and the cleaning and replacement of pumps and other appurtenances at the Grover Industries WWTP. Mooresville office staff (Michael Parker and Sujatha Nagulapally) met with the ORC (Mike Church) and other Town staff on July 2, 2013, and toured both the Town's WWTP and the former Grover Industries treatment facility. From discussions with the Town staff present during the site visit, the connection with Kings Mountain was preferred over the option to reopen the Grover Industries WWTP. The Pilot Creek WWTP is located few miles away from the existing Grover WWTP and has a capacity of 6.0 MGD. At the present time, only about 20% of this capacity is being used, so the Pilot Creek WWTP has sufficient capacity to accept the additional flow of 0.38 MGD from Town of Grover. Page Three Although both disposal options appear to be viable options for the Town, the connection to the City of Kings Mountain would help from a regionalization stand point and in the long run may be the most economical and practical decision for the Town. If the Town chooses to re -open the old Grover Industries WWTP, the discharge will enter a much larger receiving stream than where the Town currently discharges into. Until such time as a final decision is made on which long-term disposal option the Town will choose, this Office has no specific objection to the re -permitting of the old Grover Industries WWTP and recommended that an NPDES permit be issued as requested. Prior to permit issuance, the Town should provide the Division an update on where negotiations stand with regards to a possible connection with Kings Mountain. t4. As WK Dickson was proceeding with the design for the proposed new Grover wastewater treatment facility associated with the pending new NPDES permit, the Town of Kings Mountain reconsidered their proposed user rate for the Town of Grover and extended an "inside the city" user rate. This new rate substantially reduced the cost for a regionalization treatment alternative. Regionalized treatment at the existing Kings Mountain Pilot Creek WWTP now becomes a more cost effective and environmentally favorable alternative for the treatment of the Grover wastewaters. We are now proceeding with an Engineering Report (ER) amendment to reflect a proposed Grover wastewater transfer to Kings Mountain. We expect to submit the revised ER and related plans and specifications for a new pump station and force main for DENR review and approval in January 2014. Pending DENR approval and execution of the pending SRF loan or other funding alternatives in the spring of 2014, construction is expected to proceed by July 2014 with the existing Grover WWTP closure in early 2015. Their address and phone no. is as follows: Foothills Environmental A Division of Republic Services, Inc. 2800 Cheraw Road LENOIR, NC 28645 (828)757-0965 Sludge wasting procedures are as follows: • Return activated sludge is transferred to the 15,000 gallon aerobic digester as needed. • The digester air diffusers are turned off, the solids are allowed to settle, and the clear supernatant is decanted back to the aeration basin as needed until the MLSS is concentrated to approximately 1.5% to 1.75% solids. • After digestion for about 30 days, the MLSS is pumped to the sand drying beds for dewatering. The filtrate is returned to the head of the plant. • After dewatering, the dried sludge cake is removed and transferred to the covered container provided by Republic Services, Inc. • The required manifest is signed by the ORC and the transporter representative for Republic Services and the sludge is hauled to the final destination, Foothills Landfill. • The completed manifest is signed by Foothills Landfill and returned to the Town of Grover where is kept on file and is available for inspection.
