In July, 2014, the US Fish and Wildlife Service conducted an Intra - Service Section 7 review of the
Southern Bog Turtle (Glyptemys muhlenbergii) and the proposed Partners for Fish and Wildlife
project known as the Friday Meadow Bog Restoration Project located near Dallas, NC.
Mr. Allen Ratzlaff of our Asheville Field Office documented that because the bog turtle is listed
federally threatened due to similarity of appearance; it is not covered under Section 7 of the
Endangered Species Act, and does not require consultation for the referenced wetland restoration
project.
I have consulted with Gabrielle Grader; NC Wildlife Resources Commission, and this project will be
directly under her supervision and in coordination with Davidson College, Catawba Lands
Conservancy, and the Service. This project is authorized to conduct turtle research and radio
telemetry work under the NC Endangered Species Permit No. 14- ES00131 which is currently being
undertaken in anticipation of protecting the turtles before and during construction of this project.

Restoration and enhancement of bog establishing grade control with log vanes to help stop head - cutting thoughout the
bog. Install fencing for livestock and allow rotational grazing during the winter months to help maintain the bog in early
succession (habitat enhancment) and exclude during the bog turtle nesting season to help prevent injury and mortality.
See Attachment for additional information.
3e. Describe the overall project in detail, including the type of equipment to be used:
Install 4 log vanes (double log drop) within every 6 -8" of elevational fall to establish grade control within the first 56 feet of
stream on the southern end of the bog where most active erosion is taking place. The NCWRC, Davidson College
Herpetology Lab, Catawba Lands Conservancy and the USFWS will review impact areas for bog turtles prior to
construction and day of work. Bog turtles that have been fitted with radio - telemetry trasnsmitters will be located; probing
in the area will continue thorughout construction and bog turtles moved to a safe location. Carefully excavate area to
install double logs and place at pre - determinded locations per design at existing stream grade. Wrap logs with geo- textile
fabric, place, then back fill relic head -cut. Place an additional 3 -4 single logs within an additional 93 feet (total 149 feet) of
stream to promote more hydrologic sheet flow to stablize wetland bog conditions and establish additional grade control to
slow down erosional head - cutting throughout the bog. Stabilize disturbed areas with annual millet seed and wheat straw.
Install erosion control matting where needed and plant native trees and shrubs (Fall 2015). Install fence to exclude
livestock during the growing season; allow seasonal grazing in winter to maintain early successional habitat. Equipment -
Trackhoe 80; hand labor. See Attachement "Friday Meadow Bog Restoration Project, Dallas, Gaston County, North
Carolina."

ATTACHMENT
For Pre - Construction Notification
Friday Meadow Bog Wetland Restoration Project
Un -named tributary of Little Long Creek
Dallas, Gaston County, North Carolina
Purpose: The US Fish and Wildlife Service, with the assistance of multiple partners, the
Landowners, Catawba Lands Conservancy, NC Wildlife Resources Commission, and
Davidson College, propose to restore the Friday Meadow Bog from erosional head cutting
and hydrological drainage within Friday Meadow Bog. The purpose of the project is not
only to restore the wetlands, but to help prevent the loss of habitat for the State endangered
Southern bog Turtle (Glyptemys muhlenbergii), federally threatened by similarity of
appearance (S /A).
Location: Walnut Grove Farm, 1121 Philadelphia Church Road, adjacent to unnamed tributary of
Little Long Creek, north of Dallas, NC. N 35 ° 19'51" W -81° 10'25."
Existing Conditions and Background:
The present condition of the site is utilized for cattle grassing and pasture and has been since
1938 according to the 1938 NRCS aerial photo below.
Today, the bog is still being used for agricultural purposes (cattle grazing). In 2006, the
landowners voluntarily placed 14.6 acres of the bog and stream including upland buffers into
a permanent conservation easement held by the Catawba Lands Conservancy. The property

possesses "conservation values" such as wetlands, and rare species ( "The Deed of
Conservation Easement ").
Site Significance: The Friday Meadow Bog, a natural heritage site, provides critical feeding, nesting,
basking, and hibernation areas for Southern bog turtle (Glyptemys muhlenbergii) - State threatened
and federally listed as T (S /A). Bog turtles were first observed in the bog in May, 1992. Data records
suggest 57 individuals were captured and marked from 1992 -2002. Monitoring and research
conducted by Davidson College Herpetology Lab in 2013 indicates only 7 -10 turtles remain. Friday
bog is the only known bog in southern NC range that still contains bog turtles.
During the spring and summer of 2013, members of Davidson College visited Friday Bog 45 times.
During this time, between 23 and 85 traps were deployed throughout the bog resulting in a total of
2,704 "trap nights." The bog was also probed for a total of 81 person hours. Of the nine turtles
known to inhabit Friday Bog in November 2012, seven individuals were observed (27 capture
events). Given that there were approximately 49 individual turtles during the 1990's, our finding of
only seven turtles, all of which were captured in 2012, indicates this population has likely declined
considerably and warrants continued study. Currently Davidson College Herpetology Lab has
committed to monitor the bog turtles from April, 2015 until July, 2016 and assist with restoration
project.
General Land Use: The general land use of the Dallas area is rural development and farming. The
Walnut Grove Farm where Friday Bog is located is well established and will continue to be
used for agriculture. Positive benefits of this project will provide improved habitat conditions
for the bog turtle, hydrological retention in the bog by providing grade control to help
prevent further head cutting, and better water quality for other aquatic life. Hopefully in the
future, the owners will install additional best management practices to exclude cattle from the
remaining portions of the un -named tributary and Little Long Creek and provide alternative
watering sources within a conservation management plan.
Approach.: To the maximum extent practicable, the pre- construction course, condition, capacity,
and location of open waters will be maintained. Work will be contained within the permitted
footprint area. The goal of the restored condition is to provide grade control to prevent head
cutting and drainage of the bog. The proposed locations for the double log drop structures
will be installed below stream and wetland existing grade approximately within every 6 -8

inches of elevational fall. Logs will be wrapped with geo- textile fabric to help prevent
undercutting and scouring of logs. The head cut areas will then be back filled to the adjacent
pre- existing grade.
The activity will have minimal effects on the pre- construction course, condition, capacity,
and location of open waters, but only to the extent of restoring the aquatic environment. The
estimated linear footage of stream channel to install 4 double log vanes and 4 single logs is
approximately 149 feet. The estimated acreage of fill is approximately .01 acre.
Precautionary measures will be taken during and after construction to minimize turbidity and
sediment from entering open waters.
Equipment: A small track hoe excavator and hand labor will be used to prepare for log structures
placement. No fill will be required for temporary construction access. There is upland
access for installation of the structures. Any edge wetland access will be kept to a minimum
if needed to be accessed.
Construction Seauence
1. Survey and capture bog turtles the day before and day of construction to prevent mortality.
2. Install first double log structure at main head cut establishing the set grade.
3. Install the remaining downstream double log structures.
4. Install additional single log structures above main head cut.
5. After the equipment is removed, the sediment and erosion control and planting plan will be
implemented to immediate stabilize all disturbed areas. These areas will be planted with
temporary and permanent native seed mixes. Silt fencing will be placed where necessary to
prevent sediment from entering the stream.
6. Hardwood trees and shrubs will be planted after September.
7. A cattle exclusion fence will be installed.
