PROJECT SUMMARY: The applicant proposes to dredge 315 foot by 15 foot section of an existing 2,053 foot canal to a depth of 2.9 feet. 9. NARRATIVE DESCRIPTION: The site of the proposed for development is located within the canal system adjacent to 1010, 1012, and 1014 Sound Shore Dr which divides the Sound Shore Drive Subdivision and Country Club Subdivision in Chowan County. The properties on either side of the canal are residential lots that are bulkheaded except for 1012 Sound Shore drive as this is a vacant lot with no development. Vegetation on the site includes, but is not limited to, indigenous yard grass, along with other trees and shrubs. Soil Types include Chowan Silt Loam (CO) and Dogue Fine Sandy Loam (DgB). The property has an elevation of approximately 4 feet above normal water level (NWL) along the shoreline. The water classification for this area is Primary Contact Recreation, Tidal Salt Water(SB) and is closed to shellfishing. The water depths within the project area range from 1 foot 10 inches to 2 feet 9 inches and average 2.42 feet. When the site visit was conducted there was no Submerged Aquatic Vegetation present in the proposed project area. The shoreline along 1012 Sound Shore Drive consists of a wooded lot with approximately 43 foot wide elevated high ground area that slopes down into a section of 404 wetland vegetation. This elevated high ground area was previously used as a spoil area through a major permit issued in 1989 in which the spoil was placed 10 feet away from the canal. 10. PROJECT DESCRIPTION: The applicant proposes to dredge a 315 foot by 15 foot section at the most northerly end of an existing canal to a connective depth of 2.9 feet using mechanical excavation through use of a long reach excavator from the shoreline. The spoil is proposed to be placed on 1012 Sound Shore Drive within a high ground area adjacent to the canal. This area was previously authorized for dredge spoils via major permit#36-89 issued on February 16, 1989. After the spoils dry out they will remain on site. 11. ANTICIPATED IMPACTS: The proposed development will result in: - the filling of 5,145 square feet of the Estuarine Shorelines and Public Trust Shoreline of Environmental concern - the dredging of 5,145 square feet of Estuarine Waters and Public Trust Area - approximately 84 cubic yards of material that incudes detritus and mud will be dredged Temporary turbidity will possibly occur during construction.
