Subject: NOTICE OF VIOLATION & INTENT TO ASSESS CIVIL PENALTY
Tracking Number: NOV-2023-TX-0022
NPDES Permit#NCO026441
Town of Siler City
Chatham County
Dear Cindy Moore,
This letter is in response to the NOV & Intent for Civil Penalty issues on April 28, 2023, for failing
February 2023 Toxicity. It is believed that the violation occurred due to the slug loads of Iron from the
WTP.If you notice per the EDMR for the month of February, the Influent Iron was elevated during the time
of Toxicity sampling. We continue to work diligently to study, track, and adjust as needed in hopes to
improve these concerns. We are in the process of adding additional air supply to both oxidation ditches,
hopefully, this will help hold the oxygen better in the ditches even if the slug loads come through. We are
also working to implement a pretreatment permit to the WTP to regulate the WTP more adequately.
Hopefully, all these measures will allow for our Effluent flow to be of better quality moving forward. We
will continue to work with the WTP on these concerns and options for them to minimize the load on the WWTP.
We are determined and dedicated to resolving these issues of concern moving forward.
Sincerely,
Brittany York G%C o ",
