PRE -CONSTRUCTION NOTIFICATION (PCN) SUPPORTING INFORMATION

On behalf of Piedmont Natural Gas (PNG), Kleinfelder Inc. (Kleinfelder) respectfully submits this
courtesy Pre -construction Notification (PCN) under U.S. Army Corps of Engineers, Nationwide
Permit (NWP) 12, Oil or Natural Gas Pipeline Activities, effective March 15, 2021 (86 FR 2744)
for the PNG Line 323 ILI Retrofit project (the Project). The Project involves the abandonment and
replacement of a portion of the existing Line 323 from the tie-in south of 1-40 to the tie-in at the
old South Hickory Border Station and installation of a receiver at the new South Hickory Border
Station. The Project also includes a proposed Iaydown yard which will be used during construction
of the natural gas pipeline. The pipeline portion of the Project is located from U.S. Hwy 70 to S
Center Street and the proposed Iaydown yard is located along 41" Street Drive SW in Hickory,
Catawba County, North Carolina. The Project's Limits of Disturbance (LOD), which includes
existing easement, temporary and permanent access roads, temporary workspace, proposed
permanent easement, and the Iaydown yard, is approximately 19 acres (Figure 1). Impacts to
Waters of the U.S. associated with the proposed Project fall below NWP 12 thresholds and
typically would not require a PCN submittal. This PCN is being submitted to satisfy the NC
Department of Environmental Quality (NCDEQ) Division of Energy, Mineral, and Land Resource's
(DEMLR) Mooresville Regional Office in anticipation of a Sediment and Erosion Control permit.
PNG is planning to abandon and replace a portion of the existing Line 323 with approximately
4,810 feet of 10-inch steel transmission main. The gas pipeline will be installed using open cut
and will use horizontal direction drill (HDD) to avoid Interstate 40 (1-40). The portion of the existing
Line 323 beneath 1-40 will be grouted.

In support of the Project, Kleinfelder conducted field assessments on June 13 and 23, 2022, and
October 7, 2022, to identify and delineate the limits of any onsite aquatic resources. No wetlands
were identified within the LOD. A total of 266 linear feet of intermittent and perennial streams, and
102 linear feet of ephemeral streams are mapped within the LOD (Figure 2). The Project will
result in 50 linear feet of temporary impacts to intermittent stream 001 IS due to installation of the
natural gas pipeline, and 23 linear feet of temporary impacts to ephemeral stream 014ES due to
a proposed 30-foot access road. Impacts to streams 012PS and 013PS will be avoided by
constructing temporary span bridge crossings which will be removed following construction. Hand
clearing of vegetation between the HDD entry and exit point for Tine of sight throughout the Tine
will be conducted to avoid impacts to streams 008ES, 009ES, 010PS, or 011IS. The aquatic
resources and associated impacts are depicted in Figure 2. Additional supporting figures include
a Federal Emergency Management Agency (FEMA) Floodplain Map (Figure 3).
During the wetland delineation field assessments conducted by Kleinfelder, the Project's LOD
was assessed to identify habitat for the potential to support federally protected species. It was
determined that the LOD contained potentially suitable habitat for the proposed endangered
tricolored bat, endangered northern long-eared bat (NLEB), and the threatened dwarf -flowered
heartleaf. A request for Technical Assistance was sent to the U.S. Fish and Wildlife Service on
March 13, 2023, asking for concurrence on a survey plan for the dwarf -flowered heartleaf in which
USFWS and concurrence on the `May Affect, Not Likely to Adversely Affect (MA-NLAA)'
determination for NLEB. USFWS agreed with the proposed survey methodology for dwarf -
flowered heartleaf and determination for NLEB. Additionally, Kleinfelder used the USFWS
Determination Key for NLEB which also concurred with the `MA-NLAX determination. Kleinfelder
performed surveys for the dwarf -flowered heartleaf on April 11, 2023, and the species was not
observed within the Project's LOD. Based on the results of the field surveys, the project will have
`No Effect' to dwarf -flowered heartleaf. The USFWS concurrence e-mail, Dwarf -flowered Heartleaf
Survey Results Report, and USFWS Technical Assistance Letter generated by the NLEB
Determination Key are attached as Appendix A.
Additionally, a Phase I Archaeological Survey was conducted for the Project by Kleinfelder on
January 23 and 24, 2023 to confirm if cultural resources that are listed on, eligible for listing, or
potentially eligible for listing on the Natural Register of Historic Places (NRHP) are located with
the Project's LOD. As a result of the survey, Kleinfelder recorded one newly identified
archaeological resource. The portions of this site within the LOD are recommended as not eligible

for listing in the NRHP. No further work is recommended. The Phase I Archaeological Survey
report is attached as Appendix B.
