Hanes Mill Road Winston - Salem, NC 27105 RE: USDA Raw Water Project for the Town of Boone Section 401 Water Quality Certification Request for Additional Information Response DWQ # 12 -0776 v2 80376.00.HI - I Dear Ms. Homewood: On behalf of the Town of Boone we are responding to your letter of June 1, 2015 requesting additional information for the aforementioned project. The letter requests additional information as to clarify /justify the width of the access road serving the proposed Water Intake Structure. As you are aware, the Town of Boone previously secured a General Permit (SWG04000) for the Construction of a Linear Utility Line Project and Associated Incidental Built -Upon Area. During the process of securing that permit, the Town provided information to justify the need for an 18' wide access road. That justification was accepted and the General Permit was subsequently issued. On March 2, 2015 and March 3, 2015, the Town of Boone received email correspondence from the Watauga County Fire Marshal indicating that the access road width must be 20' to meet Section 503.2 of the North Carolina Fire Code. As such, the access road width was increased from 18' wide to 20' wide. A revised Storm Water Permit (SWG040000) reflecting this change was submitted to and approved by Sue White via email correspondence on May 1, 2015. We trust that this information demonstrates the Town of Boone's effort to minimize the width of the access road while also adhering to the requirements of current codes and ordinances. 616 Colonnade Drive Charlotte, NC 28205 Tel. 704.334.5348 Fax 704.334.0078 www.wkdickson.com Aviation • Water Resources • Urban Development • Geomatics Ms. Sue Homewood June 9, 2015 Page 2 Please contact me at 704 - 334 -5348 or at wmarotti @wkdickson.com if you have any questions or concerns. Please revise the plans, specs, permits, and permit applications accordingly in order to avoid any future confusion or conflict. If you have any further questions or concerns please let me know. Is this a low density site or high? 9 Technically, some might think we should get a new application (modification) and a new fee, but I wouldn't require it. Mike /Bradley: Your thoughts? Bill D. Sue From: White, Sue [mailto:sue.white @ncdenr.gov] Sent: Thursday, March 26, 2015 3:49 PM To: Diuguid, Bill Cc: Bennett, Bradley; Randy Brookshire; Gantt, Matt Subject: SWG040046 Hi Bill SWG040046 is the State Stormwater Permit for the Boone Raw Water Intake. It was issued in March of 2012. It's located on the South Fork of the New River which is Class C, HQW Waters in the New River Basin. The site was permitted for an 18' wide access road off Cranberry Springs Road (in Todd, NC). I don't know how long the access road is. After permitting, the Fire Marshall said the minimum acceptable road width would be 20', not 18'. What do we need from them to document these changes? I would guess that they need to submit revised plans showing the widened access road and a new SWU -116 form for the new Total Built Upon Area and Total Project Area Above Mean High Water, but is there justification of any kind needed or additional fees? Thanks for any help with this. Sue White Assistant Regional Engineer Land Quality Section Winston -Salem Regional Office 450 W.
