Stewart, P.E. Dear Ms. Kerr: Based on the waste load allocation form date 4-25-86 (see attached) we understand the 7Q10 flow for this site from USGS is zero. After reviewing the procedures for projecting a 7Q10 from actual field measurements the owner Bob McLemore Homes, Inc., desires to proceed with a stream monitoring program since recent stream observations indicate a substantial stream flow. We propose to proceed with installation of a flow monitoring station at the proposed point of discharge to Duck Creek. The creek will be temporarily dammed and a 45 V-Notch Weir installed. Instantaneous measurements will be taken along with utilization of a battery operated flow meter. A rain gauge will also be installed to monitor rainfall at the site. During the monitoring period any changes in land use which could possibly affect stream flows will be noted. It is anticipated that flow monitoring could be underway within a week and will continue for at least 30 days. Data will be assimilated and provided to USGS for analysis and extrapolation of a 7Q10 flow rate. Please call if any variation in this technique is appropriate.
