Dear Mr. Tweed:
The Division of Water Quality's NPDES Unit has reviewed your request for an Authorization to Construct at
the Ashe Plantation WWTP. The Division finds the proposed improvements to be satisfactory and hereby
grants authorization for the following:
• Installation of a UV disinfection system capable of treating up to 500,000 gpd (with
both units in service) including all associated piping and electrical work.
• Installation of a backup dechlorination system to be used in conjunction with the
existing tablet chlorination unit for standby disinfection.
This Authorization to Construct is issued in accordance with NPDES Permit No. NCO065749, issued
November 31, 2001, and shall be subject to revocation unless the wastewater treatment facilities are
constructed in accordance with the terms and conditions of the permit. This ATC does not
represent any kind of expansion to the permitted design flow of 0.1 MGD.
The Permittee shall notify the Water Quality Supervisor of the Mooresville Regional Office, telephone
number (704) 663-1699, at least forty-eight (48) hours prior to operation of the installed facilities, so that an
in -place inspection can be made. Notification shall be made during the normal office hours of 8:00 a.m. until
5:00 p.m., Monday through Friday.
Engineer's Certification
Upon completion of construction and prior to operation of the modified facility, the Permittee shall provide
the Division with a certification (copy enclosed) from a professional engineer registered in North Carolina
certifying that the permitted facility has been installed in accordance with the NPDES Permit, this
Authorization to Construct, and the approved plans and specifications. The Certification should be submitted
to: NCDENR / DWQ, NPDES Unit, 1617 Mail Service Center, Raleigh, North Carolina 27699-1617.
Requirements for Certified Operator
The Permittee shall employ a certified wastewater treatment plant operator to be in responsible charge (ORC)
of the wastewater treatment facilities. The operator must hold a certificate of the type and grade at least
equivalent to or greater than the classification assigned to the wastewater treatment facilities by the

Certification Commission. The Permittee must also employ a certified back-up operator of the appropriate
type and grade to comply with the conditions of Title 15A, Chapter 8G, .0200. The ORC of the facility must
visit each Class I facility at least weekly and each Class II, III, and IV facility at least daily, excluding
weekends and holidays, and must properly manage and document daily operation and maintenance of the
facility and comply with all other conditions of Title 15A, Chapter 8G, .0200.
Additional Requirements
The Operational Agreement between the Permittee and the Environmental Management Commission is
incorporated herein by reference and is a condition of this Permit. Noncompliance with the terms of the
Operational Agreement shall subject the Permittee to all sanctions provided by G. S. 143-215.6 for violation
of or failure to act in accordance with the terms and conditions of this Permit.
Failure to abide by the requirements contained in this Authorization to Construct may subject the Permittee
to an enforcement action by the Division of Water Quality in accordance with North Carolina General Statute
143-215.6A to 143-215.6C.
The issuance of this Authorization to Construct does not preclude the Permittee from complying with any and
all statutes, rules, regulations, or ordinances which may be imposed by other government agencies (local,
state, and federal) which have jurisdiction.
The Permittee shall maintain a copy of the approved plans and specifications on file for the life of the
facility. One (1) copy of the approved plans and specifications is enclosed for your records.

The scope of the project includes the installation of an ultra -violet (UV) disinfection system and a
backup de -chlorination system (to follow an existing tablet chlorination unit).
RECONMMNDATIONS
1. Approve installation of a dual UV disinfection system capable of
disinfecting a peak flow of 250,000 gpd (with one unit out of service).
The system will be equipped with a UV sensor connected to the existing
autodialer to alert the ORC if the unit is not performing properly.
2. Approve installation of a dechlorination system to be used in the event of
a failure of the UV system.
3. Approve decommissioning of the existing tablet chlorination system.
SUMMARY
Executive Summary
NPDES permit NCO065749 for the subject facility was issued on November 30, 2001. The
treatment works currently consist of:
• Influent lift station
• Bar screen
• Equalization basin
• Rectangular clarifier
• Tertiary filter
• Chlorine contact chamber
• Filter backwash tank
• Post aeration
• Aerobic Sludge Digester
• Continuous recording flow measuring device
One of the conditions of the 2001 permit is that the facility comes into compliance with a fecal
coliform limit by April 1, 2002. A modification to the permit in April 2002 extended this
compliance date to October 1, 2002. This limit is part of the strategy to restore Goose Creek, the
receiving stream, to its intended uses. This project is recommended, as it will keep chlorine out of
the receiving stream, thereby helping to protect endangered species in Goose Creek.

Additional UV lamps, sleeves and holders will be kept on site. The system will be interfaced with
the existing autodialer such that the ORC will be alerted when the UV intensity is insufficient to

meet permit limits. A submersible UV sensor will continually monitor each bank of modules. In
the event of a power outage or other problems with the units, the ORC has the option of switching
over to chlorination/dechlorination to achieve disinfection. Power will be provided for continuous
operation; ground fault interrupter protection will also be provided.
The proposed two units meet the minimum design requirements for a facility of this size as they
are based on a peaking factor of 2.5 (.25 MGD for each unit).
De -Chlorination
This is a pre -manufactured unit that allows chemical dosing through tablet field. The proposed
unit is a Series 4000 tablet feeder from Norweco and will treat flows from 20,000 gpd - 200,000
gpd. Considering the facility has equalization and this unit is for the standby disinfection process
only, this should provide sufficient capacity for the system.
Review Notes:
This is the second time this proposal has been submitted - the original proposal did not meet the
state's minimum design criteria, most notably in the sizing of the units (units were not sized to
meet peak flow with one unit out of service). I used the new Division LTV guidance to review this
project, which employs a 2.5 peaking factor (a minimum for this type of system for each UV bank.
The only potential concern is the availability of backup power. Because this community is served
by wells and an influent pump station feeds the WWTP, so any kind of a power outage would stop
flow into the plant. Backup generators are available at other nearby Heater WWTPs and can be
brought over to this plant in the event of an emergency. The ORC also has the option of switching
over to chlorination/dechlorination, so I feel the intent of the standby power criterion has been
met.
Material Compatibility: Materials are compatible with the proposed application.
Compatibility with existing equipment: The proposed project is compatible with the existing
treatment system and will allow the facility to meet its new TRC limit.
Recommendations
I recommend that the Authorization to Construct be issued for the installation of a UV disinfection
system standby dechlorination.

facilities will remain in place but will be removed from service, except in the
event of emergency wherein the UV facilities become inoperative due to
equipment failure, main power supply failure, etc.
