Cherri,
Sorry for the confusion on that. Attached is a table showing the breakdown of the impacts, including Area C.
The impacts labeled "total" on the maps correspond to the "temporary" impact areas identified in the table.
Let me know if you need any further clarification. Thanks!

Hi Eli,
I just received the impact maps so thank you for sending. I just need your help matching up the buffer impact table in
the PCN and the impact maps. For Area B, the buffer impacts are labeled "permanent" and "total" on the impact maps
and "permanent" and "temporary" in the impact table. Also for Area C, I didn't see those buffer impacts in the impact
table. Thanks for your help.
Cherri

Mr. Ruhl,
On May 8, 2015, we received your client's application for a Department of the Army permit to place fill material in 0.058
acres of wetlands and 19 linear feet of stream to facilitate the establishment /improvement of infrastructure associated
with the construction of a new elementary school (E -36) in Raleigh, Wake County, North Carolina. We have assigned the
project the reference number SAW- 2014 - 02308. Please cite this reference number in the subject line of any
correspondence with us concerning this project. I will be the project manager processing this application. I have
completed the initial review of the application and it is incomplete. The following is necessary before I can proceed with
processing your application:
a. Ms. Alice Reese of CLH Design, PA is listed as the applicant. Generally speaking, the person(s) or entity responsible for
the construction and long term maintenance of the proposed project should be listed as the applicant. I assume that Ms.
Reese was listed by mistake and that Wake County Board of Education should be listed as the applicant. If so, please
revise the second page and send it to me via e -mail.
b. In accordance with 2012 Nationwide Permit General Condition 31(b)(3), your pre- construction notification must
include a description of the proposed project; the project's purpose; direct and indirect adverse environmental effects
the project would cause, including the anticipated amount of loss of water of the United States expected to result from
the activity, in acres, linear feet, or other appropriate unit of measure; any other nationwide permit (s), regional general
permit(s), or individual permit(s) used or intended to be used to authorize any part of the proposed project or any
related activity. The description should be sufficiently detailed to allow the district engineer to determine that the
adverse effects of the project will be minimal and to determine the need for compensatory mitigation. Sketches should
be provided when necessary to show that the activity complies with the terms of the nationwide permit.
While detailed engineering drawings were submitted, it is impossible to determine the location, nature, and extent of
proposed impacts to waters of the United States from these drawing and your PCN. Please revise the PCN to provide
more detailed information about the nature of each listed impact and submit impact maps that show the type and
extent of proposed impact. Please label each separate impact on the impact map using the impact number listed on
page 4 of the PCN. It is also helpful to list quantity of waters to be impacted on the project impact maps.
You are reminded that, because this project involves clear cutting of trees within Wake County, our office is required to
consult with the U. S. Fish and Wildlife Service on the Northern Long -eared Bat. This consultation process can take more
than 30 -days and cannot be initiated until a complete application is submitted.
Please submit the required information within 30 -days from the date of this correspondence. If you do not submit this
information with 30 -days your application will be administratively canceled. Cancellation of your application does not
preclude you from reopening the application at a later time, provided you submit the items listed above. If you have any
question please contact me via e -mail at david.l.shaeffer @usace.army.mil or by telephone at (919) 554 -4884 ext 31.
Sincerely,
David L. Shaeffer
