Jane Pope Page 2 9. PROJECT DESCRIPTION: The project site is located at 15 Sandy Point on Figure Eight Island, adjacent to Mason's Channel and Middle Sound, in New Hanover County. The island is accessed from the mainland at the end of Edgewater Club Road (SR 1402), by private bridge over the Atlantic Intracoastal Waterway (AIWW) and an earthen causeway, which traverses Middle Sound. Heading east on the causeway, turn right on Beach Road South until you reach Sandy Point. Turn right onto Sandy Pt. and the property of interest would be located on the left. The applicant's highground development includes a two story single-family residence, which borders Mason's Channel. Upland vegetation consists of ornamental shrubbery and lawn grass. The lot is approximately 0.4 acre in size and averages 6 to 7 feet above mean sea level. The 160 feet of shoreline frontage is stabilized by an existing, deteriorating wooden bulkhead. Waterward of the bulkhead is a private pier structure into Mason's Channel. Just waterward of the existing bulkhead is an area of coastal wetlands averaging approximately 30 feet in width, consisting primarily of Smooth Cordgrass (Spartina alterniflora). There is also a small patch of Salt Meadow Grass (Spartina patens), which is located on the northwestern end of the shoreline. The New Hanover County Land Use Plan classifies adjacent waters and high ground area of project site as Conservation. The waters of Banks Channel and Middle Sound are classified SA-ORW by the Division of Water Quality. They are NOT designated as a Primary Nursery Area (PNA) by the N.C. Division of Marine Fisheries and they are OPEN to the harvest of shellfish. PROPOSED PROJECT: The applicant proposes to construct a new bulkhead approximately 18" waterward of the existing, deteriorating bulkhead. The application states that a new vinyl bulkhead would be constructed by use of a vibratory hammer to minimize disturbance to the marsh. The applicant states that the existing bulkhead would remain in place and would be covered with approximately 1,400 sq. ft. of sand back to original grade. 10. ANTICIPATED IMPACTS: The proposed new bulkhead would incorporate approximately 120 sq. ft. of Estuarine Waters and Public Trust Area and would result in the filling of approximately 120 sq. ft. of Coastal Wetlands, vegetated primarily with Smooth Cordgrass (Spartina alterniflora) and Salt Meadow Grass (Spartina patens). The project would result in the disturbance of approximately 2,280 sq. ft. of highground area as a result of the bulkhead back fill and installation of the tie-back/anchor system.
