Mr. Boss,

The wastewater treatment plant was found to be in violation of the SOC for the month of April.
Upon review of the data, it was found that we were out of compliance for the following, weekly
TSS, monthly TSS weekly BOD monthly BOD. The BOD and TSS deficiencies were due to
high flows passing through our secondary clarifiers. This caused an upset in the clarifiers and
allowed solids to pass through. During this time Harper construction had to access the secondary
clarifiers to form the wall and remove the forms. We had to temporarily turn off the most
western clarifier a few hours a day. With the continued progress of the new upgrades this
problem should be mitigated in the near future, until then we will continue every means
necessary to be proactive in dealing with this problem. Should you need anything else in this
