Sorry for the delay on the details from the rain event 20230519. Please see below and attached for
details provided by the Resident’s office. In response to this event, Division has implemented some
additional internal checks to make sure the communication loops are closed between the inspectors
on the project and the contractor. These SOP modifications should help ensure that any deficiencies
are addressed in a timely manner and not lost in the minutia.
Additionally, Division will be reviewing the areas where the approved EC plans may need additional
measures installed to improve the current erosion concerns. Any modifications to the plans with be
noted and I will make sure yall are made aware of the changes and why.
Conti crews are still cleaning up and performing EC maintenance. I will be heading out to the site
Thursday and will get pictures both aerial and ground to document the clean up efforts. I will provide
those by the end of the week.

Attached are the pictures of the sediment losses we had due to the 24hr rain event that started on
Thursday 5/18/2023 around 2pm and stopped heavy rains about 12pm on Friday 5/19/2023. The
total rain for this period was 5” according to the MPE Tracking Website. We had four people onsite
Saturday 5/20/2023, completing a full assessment of the project. Conti superintendents were a part
of the Saturday project review, and they had three crews that were responding to items on Saturday
as well.
Information about pictures/losses:
1. Y31 Detour STA 19+40 _ Sediment washing down grade overtopped silt fence approximately 5
buckets
2. Y31 RPC STA 18+00 _ Inlet of 54” RCP pipe for JS realignment. Sediment stayed with in project
limits of JS
3. Y31 RPC STA 18+00 _ Outlet of 54” RCP pipe for JS realignment. Sediment stayed with in
project limits of JS
4. Y30 STA 18+30 (Looking West) _ Start of NC210 detour sediment overwhelmed rock check at
base of grade. Area affected by sediment approximately 50’x100’ estimated ~20 CY of
material
5. Y30 STA 18+30 (Looking East) _ Start of NC210 detour sediment overwhelmed rock check at
base of grade. Area affected by sediment approximately 50’x100’ estimated ~20 CY of
material
6. SR6 STA 25+00 (NC210 area) _ Fill over topped silt fence approximately 10’x25’ area
approximate ~5CY of material. Sediment overtopped the last rock check in diversion channel
for culvert 10, with sediment in diversion channel leading to stream. At current water level
cannot identify if material washed down stream.
There were numerous erosion control maintenance items identified throughout the reviews. All
Conti crews are focused on response and erosion control maintenance for this week. Our inspection
staff are monitoring these efforts and continuing to assess the project. Please let us know if you have
any questions. As always we are available to meet with you to review in more detail.

My staff and the contractor were onsite Saturday to being review of the site and make necessary
repairs/improvements.
I am meeting Ben onsite this morning to review the areas of concern you provided Friday. We will
review the EC plans, and make recommendations on additional measures if needed.

Fyi - for the group.
I ask Anneliese to send this out today. Trying to be proactive on reporting this loss and try to get
ahead of it. They should understand to some extent, but the agencies are not gonna be pleased. Ben
told me they had 4.9” in 24hrs.
I have not provided any pictures. I am writing up a detailed report and will provide them then. I
would like an internal review with the group prior to sending to the agencies.
I will keep everyone one up to date as we get more information.

Jon and I wanted to let you know that we went to several areas on the
subject project today during the rain event to see how existing EC was
functioning, particularly in areas that have recent fill and clearing. We
visited the new fill section along NC 210, Holiday Dr. area, and US 17 in
the vicinity of the 78” pipe. Although there likely has been several inches
of rain, we noted many areas where EC was not able not or sufficient to
slow or control the amount of flow and there was turbid water leaving the
project. Due to the current conditions, we do not expect to know the full
extent of sediment losses until the water recedes. Jon has been in touch
with Ben Meyer today and will be submitting additional information after
we receive it.

update on Monday.
