However, she still doesn't understand many of the basic elements of stormwater management nor has she spent much time consulting the Manual. Unfortunately, when she tries something new, like a bioretention cell, there are way too many issue that she doesn't understand and she creates a confusing mess. This time she created one bioretention cell with a rock weir as the outlet. This would enable all of the water that flowed into the biocell surface to immediately exit the rock weir without going through the biocell. She has other big issues like saying the infiltration rate of the in -situ soils for the bioretention cell on the site would be 0.75 " /hr as is the rate of the purchased biocell media. I asked for documentation on that. She also has the customary basin with the emergency overflow higher than the berm around the basin which will result in overflow and berm failure. I would really appreciate your technical expertise on my science and your candid thoughts and suggestions about my choice of wording. I figured she would be submitting a paper copy soon but it never came. I called her the first of June and she sent the full -sized paper copy on June 2. She didn't realize we needed paper copies. Zan, if you want me to go through some of the engineering details while we are both looking at the plans, just let me know and we can phone about it.
