Signature of report preparer: Signature of regional supervisor: Date: 5/18/2023 Roz T"I" The proposed project consists of construction of a 3,800,000 gallon geosynthetic HDPE lined Evaporation Pond at a power generation facility that will use reclaimed wastewater from the La Grange WWTP. On the day of the site visit the proposed pond was already constructed and contained approximately 1' of reclaimed wastewater. WaRO Question for Central Office staff: 1. Will 15A NCAC 02U .0401 (h) and/or 15A NCAC 02U .0404 (c) (6) apply to the Evaporation pond? 15A NCAC 02U .0401 (h) requires all open -atmosphere treatment lagoons and ponds and open -atmosphere storage units to have at least two feet of freeboard. 15A NCAC 02U .0404 (c) (6) requires storage units at closed -loop recycle systems to be designed to contain the accumulation of water from a 25-year, 24-hour storm event with 1 foot freeboard, unless the system is protected from rainfall and runoff. The Evaporation Pond will receive reclaimed water from the Town of La Grange WWTP. (NPDES permit NC0021644). The following violations were noted during January 2020 through February 2023. The Town of La Grange stated that they are adding Alum to help with Phosphorus removal. From January 2020 through February 2023 the following violations occurred: 12-2020 Monthly average exceeded for flow 1-2021 Monthly average exceeded for flow 2-2021 Monthly average exceeded for flow and BOD 3-2021 Monthly average exceeded for flow 4-2021 Monthly average exceeded for flow 6-2021 Monthly average exceeded for flow 8-2021 Monthly average exceeded for flow 5-2020 there were three weekly averages exceeded for Total Phosphorus 6-2020 there were four weekly averages exceeded for Total Phosphorus 7-2020 there was one weekly average exceeded for Total Phosphorus 5-2021 there was one weekly average exceeded for Total Phosphorus 3-2022 there was one weekly average exceeded for Total Phosphorus 4-2022 there were four weekly averages exceeded for Total Phosphorus 5-2022 there were four weekly averages exceeded for Total Phosphorus 6-2022 there were four weekly averages exceeded for Total Phosphorus 7-2022 there were three weekly averages exceeded for Total Phosphorus 9-2022 there was one weekly average exceeded for Total Phosphorus 10-2022 there was one weekly average exceeded for Total Phosphorus 12-2022 there was one weekly average exceeded for Total Phosphorus FORM: WQROSSR 04-14 Page 3 of 3
