Original WRC comments were provided in February 2016 for Onslow 7, below are updated
comments on the proposed project.
WRC has reviewed the proposed bridge replacements and have the following site specific
comments.
Onslow 7: Anadromous species are found in this portion of Northeast Creek including records
of Atlantic sturgeon. NCDOT should follow all stream crossing guidelines for anadromous fish
passage, including an in-water work moratorium from February 1 to June 30. Additionally, the
downstream portion of the project area is designated as Coastal Waters as well at primary
nursery area by the Division of Marine Fisheries. WRC will defer to DMF for additional in water
work restrictions. Standard recommendations apply.
Onslow 29: Anadromous species are found in this portion of Chaney Creek. NCDOT should
follow all stream crossing guidelines for anadromous fish passage, including an in-water work
moratorium from February 15 to June 30. Standard recommendations apply.
Standard recommendations for bridge replacement projects of this scope are:
We generally prefer spanning structures. Spanning structures usually do not require work
within the stream and do not require stream channel realignment. The horizontal and vertical
clearances provided by bridges allows for human and wildlife passage beneath the structure,
does not block fish passage, and does not block navigation by canoeists and boaters.
Bridge deck drains should not discharge directly into the stream.
Live concrete should not be allowed to contact the water in or entering into the stream.
If possible, bridge supports (bents) should not be placed in the stream.
A clear bank (riprap free) area of at least 10 feet should remain on each side of the
steam underneath the bridge to permit wildlife movement.
