Dear Sir:

The purpose of this letter is to request a modification to the United States Army Corps of Engineers
(USACE) Section 404 Individual Permit and North Carolina Division of Water Resources Section 401
Certification for the above referenced project. The NCDOT is submitting for approval of mechanized
clearing in a wetland for noise wall construction resulting in an additional 0.01 acres of permanent
wetland impact (Permit Site 13). A 30-foot wide path has been proposed in the wetland located at Permit
Site 13 to allow a 26-foot wide crane to place stone to ensure a solid foundation in the wetland for the
noise wall construction. Once construction of the noise wall is complete, the stone will be removed.
Please see Table 1 below and the attached revised Permit Drawing Sheets 25, 26, and 39 of 39. Table 2
on page 3 has been updated to show current required mitigation from the NC Division of Mitigation
Services (DMS) for Section C. The DMS acceptance letter is forthcoming.
