Buncombe County Dear Mr. Simmons: Division personnel have reviewed and approved your application for renewal of the subject permit. Accordingly, we are forwarding the attached NPDES discharge permit. This permit is issued pursuant to the requirements of North Carolina General Statute 143-215.1 and the Memorandum of Agreement between North Carolina and the U.S. Environmental Protection Agency dated May 9, 1994 (or as subsequently amended). This permit includes no major changes from the draft permit sent to you on July 20, 2005. Please note that the Total Residual Chlorine (TRC) limit in this permit takes effect April 1, 2007. If you wish to explore dechlorination options in order to comply with the limit, consult the enclosed guidance document. If any parts, measurement frequencies or sampling requirements contained in this permit are unacceptable to you, you have the right to an adjudicatory hearing upon written request within thirty (30) days following receipt of this letter. This request must be in the form of a written petition, conforming to Chapter 150B of the North Carolina General Statutes, and filed with the Office of Administrative Hearings (6714 Mail Service Center, Raleigh, North Carolina 27699-6714). Unless such demand is made, this decision shall be final and binding. Please note that this permit is not transferable except after notice to the Division. The Division may require modification or revocation and reissuance of the permit. This permit does not affect the legal requirements to obtain other permits which may be required by the Division of Water Quality or permits required by the Division of Land Resources, the Coastal Area Management Act or any other Federal or Local governmental permit that may be required. (3) BIOCIDE CONDITION The Permittee shall obtain authorization from the Division of Water Quality prior to the use of any chemical additive in the discharge. The permittee shall notify the Director in writing at least ninety (90) days prior to instituting the use of any additional additive in the discharge, which may be toxic to aquatic life (other than additives previously approved by the division). Such notification shall include the completion of a Biocide Worksheet Form 101 (if applicable), a copy of the MSDS for the additive, and a map indicating the discharge point and receiving stream. The facility has 97 employees and produces D.0 Electric Motors utilizing Steel, Iron, Copper, and Synthetic coatings in the manufacturing process. The principal processfs included: Machining, Assembly and Coating of electric motors. The facility has two outfalls, 001 for the WWTP and 002 which discharges Non Contact Cooling Water. Discharges from the facility in 2004 averaged 1162 gallons and occurred 6 times. Utility water discharges in 2004 were from the non -contact cooling water and averaged 10,000 gallons per day. There were no process water discharges in 2004. The total monthly average discharge in 2004 was 200,000 gallons of which 97% was non -contact cooling water. The facility (001) consists of a 6,994 gallon septic tank, an 890 gallon dosing tank, a 6,600 square foot subsurface sand filter (75 x 88 ft) and a tablet chlorination system with a discharge to Paint Fork Creek in the French Broad River Basin. The facility utilizes the following chemicals that may be discharged: Chlorine Tablets - 2.75 lbs/month, Sodium Hydroxide - 37.75 lbs / month for pH adjustment and Sodium Bicarbonate - 37.75 lbs / month for pH adjustment. According to the Basinwide Water Quality Management Plan for the French Broad River, there are no fish consumption advisories in this Subbasin. In the water supply category, all waters are supporting on an evaluated basis based on reports from DEH regional water treatment consultants. No changes have been made to operational procedures nor to the method of discharging the water. Non -contact water is discharged at about ambient temperature. It has nothing added to it in the process of its use. The Sanitary Water is processed in a septic tank. From the septic tank it is filtered through a sand filter into a chlorinated unit then discharged. There is no process water discharged from this plant and no resulting sludge management required.
