Accordingly, we are forwarding the attached NPDES discharge permit. This permit is issued pursuant to the requirements of North Carolina General Statute 143-215.1 and the Memorandum of Agreement between North Carolina and the U.S. Environmental Protection Agency dated May 9, 1994 (or as subsequently amended). Please note that the Wastewater Management Plan required by Part I. A. (2.) must be submitted no later than May 30, 2002. Contact Ted Cashion of the Raleigh Regional Office at (919) 571-4700 if you need additional guidance to prepare the Plan. If any parts, measurement frequencies or sampling requirements contained in this permit are unacceptable to you, you have the right to an adjudicatory hearing upon written request within thirty (30) days following receipt of this letter. This request must be in the form of a written petition, conforming to Chapter 150B of the North Carolina General Statutes, and filed with the Office of Administrative Hearings (6714 Mail Service Center, Raleigh, North Carolina 27699-6714). Unless such demand is made, this decision shall be final and binding. Please note that this permit is not transferable except after notice to the Division. The Division may require modification or revocation and reissuance of the permit. This permit does not affect the legal requirements to obtain other permits which may be required by the Division of Water Quality or permits required by the Division of Land Resources, the Coastal Area Management Act or any other Federal or Local governmental permit that may be required. (2.) WASTEWATER MANAGEMENT PLAN No later than 180 days after the effective date of this permit, the Permittee shall submit to the Division a wastewater management plan. The plan shall include, at a minimum, the following elements: • Alternatives analysis. Conduct a technical and economic evaluation of wastewater disposal alternatives, specifically including at least the following alternatives: • conversion to a spray irrigation system • implementation of a reuse program • any combination of the above options The analysis and report should be consistent with the EAA guidance document provided by the Division. Facility assessment. Describe deficiencies in the existing treatment system which affect performance or permit compliance. Identify potential improvements to correct those deficiencies. At a minimum, evaluate the following considerations: • Post -aeration to reduce DO violations, • Diversion of wasteloads during peak flows, • Equipment repairs and preventative maintenance, • Removal of accumulated solids, wastes, other debris • Optimization plan. Develop a plan for optimization, rehabilitation, expansion and/or replacement of the treatment system to achieve optimum performance. Identify specific measures and key tasks, including those in the above facility assessment, and provide an estimated schedule for completion of each. If you have questions please call. Thanks for the opportunity to comment! Chatham Central High School - NC0039381 A recent CEI was performed at this facility. The facility's treatment units coj/nsist of septic tank, pump tank, primary sandfilter, secondary sandfilter, recirculating pumps, dual UV disinfection, and a flow totalizer. NH3-N has been a chronic problem at this facility. From May 1998 - October 2000, the facility was assessed 15 times, mostly for NH3-N violations. The Chatham Co. Schools has been told repeatedly that these type systems do not consistenyomply with NH3-N limits of 2 and 4 mg/l. We have recommended on several occasions that alternative solutions to discharge, i.e. spray irrigation, be pursued. The school system has decided to not aggressively pursue this option. We recommend the Division require the school to aggressively pursue a nondischarge solution, and eliminate the nutrient and oxygen demanding pollutants from the receiving stream. The school has discussed a type of wetland system, with possible reuse, with Hal House of NCSU, but no action has been taken to date. Chatham Co. School, Bonlee Elementary - NC0039331 Treatment units at this school consist of a septic tank, recirculating sandfilter, dual UV disinfection, and a flow totalizer. A recent inspection showed this school to be mostly compliant the past 12 months, with 1 daily max fecal violation. However, several effluent D.O. violations occurred. We recommend that the Division require post aeration of some type at this facility in order to comply with this requirement, and eliminate these chronic violations. Chatham Co. School, Waters Elementary - NC0039349 The treatment system consists of 2 grease traps, septic tank, pump tank, primary sandfilter, secondary sandfilter, recirculating pumps, dual UV disinfection, and a flow totalizer. This facility is at 0.0048 mgd design. The reference to 0.009 mgd in the permit can be deleted. According to our records this facility has 18 and 2, 22 and 7.5, BOD and NH3-N summer and winter, respectively. This facility discharges to a dry ditch along US 421. Limits for this facility should be 5 and 2, 10 and 4, for BOD and NH3-N, summer/winter, to be consistent with other schools. This school was going to get 5/2, 10/4 limits in the early 90's per DWQ policy. An examination of the Cape Fear basin plan and the NPDES permit schedule has revealed that the existing expiration dates in Cape Fear NPDES permits do not coincide with the revised permit expiration dates for the basin. This discrepancy could create unnecessary delays in the processing of over 200 permit renewals. Accordingly, the Division is changing the permit expiration dates for NPDES permits in the Cape Fear river basin. This permit modification changes the expiration date of the subject permit in subbasin 30612 to October 31, 2001. Please find enclosed the revised permit cover page. Insert the new cover page into your permit and discard the old page. All other terms and conditions contained in the original permit remain unchanged and in full effect. This permit modification is issued under the requirements of North Carolina General Statutes 143-215.1 and the Memorandum of Agreement between North Carolina and the U. S. Environmental Protection Agency. In accordance with the modification of the permit expiration date, the new due date for your renewal application is May 4, 2001.
