Dear Mr. Joyce:.
In accordance with the application for a discharge permit received on November 16, 1995, the Division is
forwarding herewith the subject NPDES permit. This permit is issued pursuant to the requirements of North
Carolina General Statute 143-215.1 and the Memorandum of Agreement between North Carolina and the U.S.
Environmental Protection Agency dated December 6,,1983.
This final permit includes two revisions to the draft permit:
1) The downstream instream monitoring location has been eliminated from the Bonlee Elementary School NPDES
permit. Instream monitoring shall be coordinated with Chatham Central High School. Bonlee Elementary and
Chatham Central High schools shall conduct instream sampling on the same days, but Bonlee Elementary School
shall monitor only at the upstream location and Chatham Central High School shall monitor only at the
downstream location.
2) Footnote number three on the Effluent Limitations and Monitoring Requirements page requires the installation
of dechlorination within 80 days of the effective date of the permit. A dechlorination system should ensure that
the facility meets its residual chlorine limit. Bonlee Elementary School will not be required to meet its residual
chlorine limit until after dechlorination installation.
In addition, the Division of Environmental Management solicits comments from various groups and agencies
pertaining to NPDES permits. The North Carolina Wildlife Resources Commission stated that Bear Creek several
miles downstream of the Bonlee Elementary School discharge provides habitat for the federally and state listed
Cape Fear Shiner. The Commission further stated that maintenance of Bear Creek's water quality is essential to
maintaining Shiner habitat and for providing opportunities for population recovery of this species.
If any parts, measurement frequencies or sampling requirements contained in this permit are unacceptable to
you, you have the right to an adjudicatory hearing upon written request within thirty. (30) days following receipt of
this letter. This request must be in the form of a written petition, conforming to Chapter 150B of the North
Carolina General Statutes, and filed with the Office of Administrative Hearings, Post Office Drawer 27447,
Raleigh, North Carolina 27611-7447. Unless such demand is made, this decision shall be final and binding.
Please take note that this permit is not transferable. Part II, EA. addresses the requirements to be followed
in case of change in ownership or control of this discharge.
This permit does not affect the legal requirements to obtain other permits which may be required by the
Division of Environmental Management or permits required by the Division of Land Resources'or any other
Federal or Local `governmental permit that may be required.

The permit shall become effective July 1, 1996

1. Continue to operate an existing 0.007 MGD wastewater treatment system consisting of a
2000 gallon pump tank with alarms, a meter box for recirculation, a sand filter distribution
manifold, a 4' x 4' aerator box with distribution manifold, a tablet chlorinator and a chlorine
contact chamber located at Bonlee Elementary School, -on NCSR 1139, Bonlee, Chatham
County (See Part III of this permit), and
2. Discharge wastewater from said treatment works at the location specified on the attached
map into an unnamed tributary to Bear Creek which is classified Class C waters in the Cape
Fear River Basin.

Permits & Engineering Comments:
1) Bonlee has not conducted their instream monitoring for at least the last two years (1994 -95). Bonlee
and Central High School both discharge to unnamed tributaries to Bear Creek. The tributary to which
Bonlee discharges is upstream of the tributary to which Central discharges (see attached map).
Monitoring could possibly be coordinated between these two facilities and could consist of one of the
following options: a) Both schools monitor up- and downstream on the same day each week or b) Both
schools monitor on the same day each week, but Bonlee monitors only upstream and Central monitors
only downstream. Please comment on this proposal.
2) Bonlee has had several chlorine, ammonia, and BOD violations during 1994 -95. The facility has
been experimenting with adding microbes to the grease trap for BOD reduction and is anticipating
process modifications during the summer of 1996, both of which will hopefully improve compliance.
3) Ammonia limits will change from 1.0 to 2.0 mg/1(summer) and from 1.8 to 4.0 mg/l (winter) as
recommended by a Division of Environmental Management policy change. All other effluent limits
will remain unchanged from the existing permit.
4) In an effort to reduce or eliminate chlorine violations, the permittee should install dechlorination
within 80 days oft effective date of a permit. Please comment .

PART IV - EVALUATION AND RECOMMENDATIONS
The RRO has performed a site visit and reviewed the
compliance data. The facility has had a recirculating sand
filter since 199-1. Compliance is not consistent and the facility
has trouble nitrifying during the winter.. The facility is
experimenting with microbe addition in order to improve
compliance and is, anticipating process modifications during the
