Dear Mr. Smith,
This is with reference to the request received by Bryan Hall, Field Representative, to refine State Permit No.
15-23, which was issued to New Jack Partners, LLC on January 24, 2023, by CRC Variance, that includes a
five (5) slip docking facility at 4607 New Jack Rd., adjacent to Masonboro Sound, in Wilmington, New
Hanover County. State Permit No. 15-23 is due to expire on January 24, 2028.
The action proposed in your request consists of extending the start of the fixed pier 17 feet landward to meet
ADA regulations for a handicap ramp. The proposed ramp would extend 17 landward of the authorized
beginning of the fixed pier (see drawing dated received 4/12/2023).
Upon reviewing the information provided, the Division of Coastal Management has determined that the
proposed action is consistent with existing State rules and regulations and is in keeping with the original
purpose and intent of the permit. This Letter of Refinement authorizes the modification of State Permit No.
15-23 as described in your request dated April 12, 2023. Please note this refinement does not alleviate the
need to obtain any other local, state or federal permits.

Hey Bryan, we are requesting a Letter of Refinement for a ramp up to the proper height of the pier. This will allow us to
stay 3' overthe marsh area, and make it accessible by ramp, instead of stairs. The ramp will extend no more than 17'
past the surveyed mark. Attached is the drawing, agent form, and email chain of the request to New Jack Partners (the
permit number is on the drawing that I sent Nancy).

Hey Charlie,
What I will need for the Letter of Refinement is:
An official request to refine New lack Partners LLC Major Permit (#15-23). This can be done through email,
please mention the permit number. I attached an example Letter of Refinement email request for reference.
Please include details and dimensions of the proposal and why it's being proposed.
A drawing showing the location and dimensions of the proposal. I would recommend drawing this on the
authorized permit drawings as that will be easiest to understand what is being proposed.
If you will be requesting the Letter of Refinement, I'll need an Agent form signed my Ms. Nancy.
