Dear Mr. Poupart:
In accordance with the U.S. Environmental Protection Agency/North Carolina Department of
Environment&Natural Resources Quality Memorandum of Agreement (MOA),we are
notifying you of the need to invoke the 90-day extension provision in the MOA to review the
above-referenced draft National Pollutant Discharge Elimination System Permit (Permit)
modification and accompanying materials received by the EPA on May 21, 2015.
Pursuant to 40 Code of Federal Regulations §123.44(a)(1), the EPA may take up to 90 days from
the receipt of permits information to make general comments, objections to, or recommendations
on, a proposed permit. The EPA will complete the review of the Permit as expeditiously as
possible prior to the end of the 90-day period on August 18, 2015.
