Dear Dr. Chernikov:
As required by Special Condition A. (14) in the Belews Creek Steam Station NPDES permit
attached are three copies of the Semi-annual status report, which summarizes the efforts to
reduce bromide discharge and total trihalomethane (TTHM) formation .

NPDES Permit #NC0024406
Semi -Annual Progress Report
May 28, 2015
Pursuant to A (14) Bromide Reduction Evaluation of the NPDES Permit #NC0024406, Belews Creek
Steam Station submits the following semi-annual progress report. Duke Energy is required to
summarize investigations focused on minimizing bromide discharge at Outfall 003 as well as
efforts aimed at reducing the formation of total trihalomethanes (TTHM) at downstream water
treatment plants.
Duke Energy has worked cooperatively with DWR and the towns of Madison and Eden to
address the bromide/TTHM issues since being advised of the towns' issues with TTHM
formation.
There is no water quality standard for bromide and therefore no NPDES permit limit.
Bromide itself is not a health concern in surface waters.
Duke Energy has provided direct technical expertise and financial assistance to Madison
and Eden to help resolve their respective TTHM issues. Duke Energy is only aware of one
compliance concern with a customer of the Town of Eden, Sandy Level, Virginia, since the
November 28, 2014 report.
Madison
• Nothing new to report.
Eden
The Town of Eden has begun its chloramines conversion project. It
continues on schedule.
Belews Creek Steam Station
• UNC-C continues progress with the next phase of the halide study, however
there have been no new reports since the November 28, 2014 submittal.
• Other municipalities are asking questions and raising concerns about TTHMs
since the new requirements have gone into effect especially along the
Catawba River.
• Another task force, headed by Zack Hall, has started to look at the bromide
concerns across the state as part of the Dan River/DoJ Settlement
Agreement. We need to define the roles between the two groups and copy
Zack Hall on all information.
• A graduate student from NCSU has published a thesis on the Impact of
Bromide on TTHM Formation. The research shows there are many variables
in the TTHM formation. Her research concentrated in the eastern part of
North Carolina. Bill Kennedy will send a copy of the thesis. Duke Energy has
reached out to the author who now works for Geosyntec to discuss the
research.
• A community, in the Commonwealth of Virginia, that purchases its drinking
water from Eden received an NOV from of the Virginia DEQ for exceeding its
TTHM limit. However, it appears the TTHM's were formed somewhere in
their distribution or holding system. Based on data from Eden, the water sent
to them was fully compliant.
